About this opportunity
The National Park Service Southeast Region seeks quotes for structural stabilization of porch beams, exterior wood siding repair and replacement, window and door rehabilitation with UV protective reglazing, exterior safety and visitor access preparation, and artifact and interior protection at the Oaks (Booker T. Washington Home) at Tuskegee Institute National Historic Site in Tuskegee, Alabama, with proposals due May 18, 2026. This procurement is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms.
Place of performance is 1212 West Montgomery Road, Tuskegee, Alabama 36088. Period of performance runs from May 25, 2026 to November 25, 2026 (8 months). Work scope includes removal and replacement of fourteen 12x12 deteriorated wood support beams (approximately 400 linear feet) using like-kind dimensions and traditional joinery, repair of beam pockets and fascia (up to 150 linear feet), exterior wood siding repair and replacement of up to 2,500 square feet, and UV-protective reglazing on up to 60 percent of window units. Lead paint testing, containment, and abatement in compliance with the RRP Rule are included within the contractor's scope. All work must comply with the Secretary of the Interior's Standards for Historic Properties and applicable building codes. A mandatory site visit is scheduled for May 8, 2026 at 12:00 p.m. CDT; RSVP to Patrick Williams (patrick_williams@nps.gov or 334.421.3175) no later than May 7, 2026 at 3:00 p.m. CDT. Written questions are due May 11, 2026 at 1:00 p.m. EDT to edward_dingle@nps.gov.
The NAICS code is 238130 (Framing Contractors); PSC code is Z2JA. Award will be made using best value–Lowest Priced Technically Acceptable (LPTA) procedures to a single firm-fixed-price contract. Evaluation weighs price, technical capability, and past performance, with technical capability and past performance combined being approximately equal to price. Performance and payment bonds at 100% of contract price and certificate of insurance (minimum $50,000 per person, $100,000 per occurrence, $100,000 per property) are required within ten days of award. Current SAM.gov representations and certifications are required with the quote. Amendment 1 (May 11, 2026) clarifies that undamaged but inoperable historic windows may remain inoperable; restoration is limited to in-place preservation activities rather than forced restoration risking material damage. Updated price schedule (Attachment 0007) and questions and answers (Attachment 0006) are available.
