About this file
This is a Questions and Answers document for Solicitation #140P5126Q0023, issued by Tuskegee Institute National Historic Site for building rehabilitation and preservation services.
The document addresses three key clarifications regarding the project scope and requirements. First, regarding window restoration, the government clarified that undamaged but currently inoperable historic windows may remain inoperable, with restoration work limited to in-place preservation activities including cleaning, paint stabilization, glazing repair, and weatherstripping, rather than forced restoration of operability that risks damaging original materials. Second, the solicitation is confirmed as set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. Third, lead paint testing, containment, and abatement activities in compliance with the RRP Rule are confirmed to be within the contractor's scope of work. These clarifications provide prospective contractors with important guidance on project expectations and eligibility requirements.

Questions and Answers
Question 1. The SOW states to Restore operability to all windows and doors. Restoring operability to historic windows poses a greater risk to either damaging an undamaged historic window or causing more damage. Please confirm whether undamaged but currently inoperable historic windows may remain inoperable, with restoration scope at those units limited to in-place preservation (cleaning, paint stabilization, glazing repair, weatherstripping as applicable) rather than forced restoration of operability that risks damaging previously undamaged original sash, trim, and plaster?
Answer: The park would like window restoration scope at those units limited to in-place preservation (cleaning, paint stabilization, glazing repair, weatherstripping as applicable) rather than forced restoration of operability that risks damaging previously undamaged original sash, trim, and plaster.
