About this opportunity

The Department of the Army's Tobyhanna Army Depot is seeking a propane supply and service contract for its facility in Tobyhanna, Pennsylvania. The solicitation requires a contractor to provide comprehensive propane services, including installing, refueling, maintaining, and relocating propane tanks at various buildings throughout the depot. Specific requirements include installing tanks ranging from 120 to 1,000 gallons, ensuring ample fuel supply with deliveries at least every two weeks, and maintaining a 4-hour emergency response time. The contract will be awarded on a best value basis, considering both price and past performance, with offerors required to submit two relevant contract samples from the past five years. Key deadlines include a mandatory site visit on March 13, 2025, and proposal submissions due by 2:00 PM on April 3, 2025.

The solicitation is a 100% small business set-aside with a base year and four one-year option periods. The contract covers seven buildings and requires installation of multiple propane tanks, including one 1,000-gallon underground tank, three 1,000-gallon tanks, three 500-gallon tanks, and two 120-gallon tanks. While no incumbent contractor is explicitly named, the solicitation indicates that the current vendor owns seven above-ground tanks. The contract requires a firm-fixed pricing structure based on a markup per gallon of propane, referenced against the Energy Information Administration's historical pricing website. The place of performance is Tobyhanna Army Depot in Tobyhanna, PA, with services to be performed from October 10, 2024, through potential extension years. Contractors must comply with Service Contract Act wage determinations and carry specific insurance coverage, including workers' compensation and general liability.
