About this file
This document is an amended solicitation (W51AA1-25-R-0019) for propane services at Tobyhanna Army Depot, issued by the Department of the Army. The contract is a total small business set-aside with a base year and four option years, covering propane supply, tank services, and relocation. The scope includes installing, refueling, fixing, replacing, and removing propane tanks at various depot buildings, with tanks ranging from 120 to 1000 gallons. Contractors must provide all necessary equipment, comply with federal and local codes, ensure ample fuel supply, respond to emergencies within 4 hours, and remove vendor-owned tanks at contract completion.
The contract will be awarded on a firm-fixed-price basis, with pricing determined by markup per gallon of propane referenced against the Energy Information Administration's historical pricing website. The base year and option years run from September 4th of consecutive years (2025-2030), with each year having separate line items for propane services and tank relocation. A mandatory site visit is scheduled for March 13, 2025, at 1:00 PM EST at the Tobyhanna Army Depot Visitor Control Center. Award will be based on best value, considering price and past performance, with offerors required to submit two relevant contract samples from the past five years and complete a pricing sheet.
