SECTION G - CONTRACT ADMINISTRATION DATA
The following have been modified:

ADDENDUM
1. This Request for Quote (RFQ) W51AA1-25-R-0019 is to provide Propane Services at the Tobyhanna Army Depot, in accordance with the Statement of Work (SOW).
2. This requirement is being solicited as a Total 100% Small Business Set Aside requirement.
3. SITE VISIT: IAW FAR Clause 52.237-1, a single site visit will be conducted. The site visit will be held on Thursday, March 13, 2025, at 1:00pm est. Attendance is recommended for Offerors. The meeting location will be at the Visitor Control Center, Building 606, at the Scranton Gate. Attendees are encouraged to arrive 15 minutes early to check in. If visitors do not possess a TYAD issued Contractor badge, they will be required to present a valid, Government issued photo I.D. to gain access to the base (vehicle registration and insurance may also be required). Information provided at each site visit, as well as answers to any general questions, shall not affect the terms and conditions of the solicitation and/or specifications. Terms remain unchanged unless the solicitation is amended in writing. 4. The services to be performed fall under the authority of the Service Contract Act unless otherwise exempt by the Contracting Officer. Wage Determination No: 2015-5797, Revision Number: 27, Dated: 12/23/2024, Pennsylvania, Monroe County, is provided in Attachment II to this solicitation.
5. To receive an award, the company must have an active registration in the System for Award Management (SAM), https://www.SAM.gov, with no active exclusions and have no debt subject to offset. Prospective offerors must be found to be responsible in accordance with FAR 9.1.
6. The minimum acceptance period for offers is sixty (60) days from the date specified in block 8, on page 1 of the (SF)1449, including any extensions of the offer due date by solicitation amendment.
7. BASIS OF AWARD:
The Government will award a firm-fixed-price contract, resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be the best value to the Government, Price, and Past performance considered. The Government reserves the right to award too other than the lowest priced offer. Offerors are cautioned that an award may not necessarily be made to the lowest price offeror.
8. PROPOSAL SUBMISSION REQUIREMENTS:
A. Attachment II Contractor Proposed Pricing Sheet - The proposed pricing sheet must be completed for quotes to be considered. Offeror must also quote on all items to be considered. Tank Relocation CLINs must be quoted for one (1) move only. Propane Service CLINs must be quoted as how much you would mark up one (1) gallon of propane over the price given at any time over the life of the contract and all of it's options by the price given on this website: https://www.eia.gov/dnav/pet/hist/eer_epllpa_pf4_y44mb_dpgD.htm B. Past Performance Confidence Assessment – Offerors must submit two relevant contract samples within the past five years. This aspect is to determine how well the contractor performed on previous contracts and used to determine the Offerors rating. No recent/relevant past performance will not be rated favorably or non-favorably and will result in unknown confidence. Nothing in this solicitation prohibits the Government from obtaining and considering past performance from any source available.

BASIS FOR AWARD
EVALUATION OF PROPOSALS
(a) We will award a contract to the offeror that:
1. submits the lowest evaluated bid or offer, and
2. submits a bid or proposal that meets all the material requirements of this solicitation, and
3. meets all the responsibility criteria at FAR 9.104
(b) To make sure that you meet the responsibility criteria at FAR 9.104 we may:
1. arrange a visit to your plant and perform a pre-award survey.
2. ask you to provide financial, technical, production, or managerial background information.
(c) Options. We will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. We may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate us to exercise the option(s).
(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, we may accept an offer (or part of an offer), regardless of whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
