About this opportunity
The U.S. Army Corps of Engineers Savannah District is soliciting bids for Project No. 100818 to construct fixed wing runway shoulders at Lawson Army Airfield, Fort Benning, Georgia. The project involves constructing asphalt shoulders measuring approximately 10,000 feet long and 25 feet wide on both sides of the active runway, including installation and relocation of all runway edge, threshold, and distance marker lighting systems. The work must be performed in three distinct phases to maintain operational runway status, with specific working hour restrictions including nighttime work for the center section phase. This firm-fixed-price contract will be awarded using sealed bid procedures under FAR Part 14 to the responsive, responsible, lowest-priced bidder. The revised bid submission deadline is September 11, 2025 at 11:00 AM EDT, with technical inquiries accepted through ProjNet until 10 calendar days before the bid due date.
This procurement is designated as a 100% small business set-aside under NAICS code 237310 (Highway, Street, and Bridge Construction) with a size standard of $45 million. The estimated construction magnitude ranges between $5 million and $10 million, with six contractors having submitted bids ranging from $14.77 million to $16.99 million against a government estimate of $14.38 million. The successful contractor must begin work within 10 calendar days of receiving notice to proceed and complete the entire project within 480 calendar days. Performance will take place at Fort Benning (now Fort Moore), Georgia, with the contractor required to provide performance and payment bonds and maintain an automated Quality Control System throughout the construction period. The project requires careful coordination to minimize interference with ongoing airfield operations while constructing the new paved shoulders that will enhance runway safety and operational capabilities.
