About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 is seeking design-build services for the construction of an accessibility ramp at Building 55 of the Overton Brooks VA Medical Center in Shreveport, Louisiana. This procurement was originally planned as a two-phase acquisition under FAR 15 procedures, requiring contractors to provide all labor, materials, tools, equipment, expertise, administration, supervision, transportation, and services necessary to complete the accessibility ramp project in accordance with VA Barrier Free Design Standards. The project involves demolishing an existing raised landscaping area and constructing a new accessibility ramp to provide improved access for veterans to the Specialty Clinic. Contractors would have been evaluated based on technical approach, qualifications, past performance, and price, with mandatory site visits and strict requirements for SDVOSB certification and SAM registration. However, the original RFP 36C25625R0002 has been canceled as of July 18, 2025, with the agency planning to resolicit the project on or about August 18, 2025.

This procurement is designated as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS Code 236220 with a small business size standard of $45 million. The construction cost range for this project is estimated between $250,000 and $500,000, with a contract performance period of 180 calendar days after issuance of the Notice to Proceed. The work site is located at 510 E. Stoner Avenue in Shreveport, Louisiana, with normal work hours scheduled from 7:30 AM to 4:30 PM Monday through Friday, though up to 25% off-hours work may be permitted. No current incumbent contractor is identified in the documentation, and interested offerors must be certified in the SBA database for SDVOSB eligibility and registered in the System for Award Management (SAM). The project requires dedicated personnel for Site Supervisor, Safety and Health Officer, and Quality Control Manager positions, with dual role assignments specifically prohibited due to issues experienced in previous contracts.
