About this opportunity

The Defense Health Agency, through its Defense Health Management Systems Modernization (DHMSM) Program Office, issued this Commercial Solutions Opening (CSO) Individual Program Requirement Notice on January 28, 2026, to solicit innovative commercial solutions for technology transformation and execution. The notice, designated HT003826SC001-01 and issued under the overarching CSO HT003826SC001, seeks a comprehensive framework to address DHMSM's capability gap in executing its technology transformation strategy. This Special Notice represents an effort to acquire new processes, methodologies, or technology-enabled solutions that provide structured and repeatable approaches to innovation management and technology execution. The opportunity has been extended to allow sufficient time for vendor questions, with a revised proposal submission deadline of February 19, 2026 at 5:00 PM EST. The government posted questions and answers on February 6, 2026, addressing 65 inquiries from prospective contractors.

DHMSM seeks solutions addressing two primary areas of interest: innovation pipeline management for continuous scouting and evaluation of emerging technologies, and governance capabilities including rapid prototyping and validation methodology, advanced solution delivery frameworks using agile or iterative development models, and organizational adoption and change management tools. Key deliverables include an Innovation Pipeline Playbook, Technology Evaluation Toolkit, DHMSM-Tailored Agile Delivery Framework, Proof of Concept Plan and Report Templates, KPI and Measurement Dashboard Template, and Capability Adoption Toolkit, all to be completed within a six-month period of performance. Technical proposals must not exceed 15 slides using 11-point minimum font in Phase 1a, with pricing submitted separately in Phase 1b, and must be submitted electronically through the Bidscale secure portal. The government has deliberately withheld prescriptive technical guidance to encourage innovative vendor approaches, and successful awardees will be ineligible to perform work on any related Prime Mission Product Support contracts. There are no identified set-asides, baseline metrics, or budget disclosures, and the government treats this notice and a companion notice (HT003826SC001-02) as independent requirements.
