About this file
This is a Commercial Solutions Opening (CSO) Individual Program Requirement Notice issued by the Defense Health Management Systems Modernization (DHMSM) Program Office for an innovative technology transformation and execution framework.
DHMSM seeks a comprehensive commercial solution to address its capability gap in executing technology transformation strategy. The Government requires a structured, repeatable framework that accelerates project timelines, demonstrates clear return on investment for innovation, and can be sustained by internal personnel. Solutions must address outcomes across two areas of interest: (1) CSO AOI 1 (Operations) requiring Innovation Pipeline Management—a novel process for continuous scouting, evaluation, and prioritization of emerging technologies; and (2) CSO AOI 3 (Governance) requiring three outcomes—Rapid Prototyping and Validation methodology for executing Proof of Concept and pilot programs, Advanced Solution Delivery Framework applying agile or iterative development models, and Organizational Adoption and Change Management tools to improve technology adoption and experimentation culture. Expected deliverables include an Innovation Pipeline Playbook, Technology Evaluation Toolkit, DHMSM-Tailored Agile Delivery Framework, Proof of Concept Plan & Report Templates, KPI and Measurement Dashboard Template, and Capability Adoption Toolkit.
The Notice Number is HT003826SC001-01, issued under overarching CSO HT003826SC001. Key dates are: Publication Date 28 January 2026, Questions Due Date 30 January 2026 by 5:00 PM EST, and Proposal Submission Deadline 13 February 2026 by 5:00 PM EST. The Government anticipates performance completion within six months. Proposals must be submitted electronically through the Bidscale submission portal. #1 Notice for an Innovative Technology Transformation and Execution Framework
NOTICE NUMBER: HT003826SC001-01
ISSUING OFFICE: Defense Health Management Systems Modernization (DHMSM) Program Office
CSO REFERENCE: This Individual Program Requirement Notice is issued under the overarching Commercial Solutions Opening (CSO) Number HT003826SC001. All terms, conditions, and procedures from the base CSO apply to this Individual Program Requirement Notice unless otherwise specified herein.
DATES:
• Publication Date: 28 January 2026
• Questions Due Date: 30 January 2026
• Proposal Submission Deadline: 13 February 2026
DHMSM has identified a capability gap in the "how" of achieving its technology transformation goals.
While the organization's strategy is defined, it seeks an innovative commercial solution to accelerate and systematize the process of turning that strategy into tangible reality. This involves improving the methods for identifying, evaluating, implementing, and measuring the value of new technologies.
The objective of this Individual Program Requirement Notice is to acquire a comprehensive and innovative commercial solution—a new process, methodology, or technology-enabled framework—that provides a structured, repeatable, and efficient approach to technology execution and innovation management.
The Government seeks a solution for the implementation of a functioning, repeatable framework for technology transformation that results in accelerated project timelines, a clear return on investment (ROI) for innovation, and that can be sustained by DHMSM personnel. In response to the problem statement, DHMSM is seeking proposals for solutions that introduce new technologies, processes, or methods for the outcomes identified in the following AOIs:
• CSO AOI 1: Operations
• Outcome:
1. Innovation Pipeline Management: A novel process or system for the continuous scouting, evaluation, and prioritization of emerging technologies.
• CSO AOI 3: Governance
• Outcomes:
1. Rapid Prototyping and Validation: An innovative, structured methodology for executing Proof of Concept (POC) and pilot programs to rapidly test, validate, and de-risk new technologies.
2. Advanced Solution Delivery Framework: A novel application of an agile or iterative development model designed to accelerate the implementation and delivery of technology solutions.
3. Organizational Adoption and Change Management: A new framework or set of tools designed to improve the organization's ability to adopt new technologies and foster a culture of experimentation.
These outcomes directly support all goals as defined in the CSO.
Proposed tangible results (or deliverables) should form the backbone of your solution. To guide offerors, examples of the types of deliverables the Government anticipates could include:
• An Innovation Pipeline Playbook
• A Technology Evaluation Toolkit
• A DHMSM-Tailored Agile Delivery Framework
• Proof of Concept (POC) Plan & Report Templates
• A KPI and Measurement Dashboard Template
• A Capability Adoption Toolkit
The Government anticipates that a successful solution for this requirement will be delivered within a period of performance not to exceed six (6) months.
