About this opportunity
The Defense Health Agency Contracting Activity, on behalf of the Program Executive Office Defense Healthcare Management Systems (PEO DHMS), is issuing a Commercial Solutions Opening (CSO) for Enterprise Support Services (ESS) Next, with Phase 1 solution papers due August 20, 2026, at 1500 CST. This is a competitive, unrestricted procurement authorized under 10 U.S.C. § 3201 and § 3458 through DFARS Subpart 212.70.
Place of performance is Arlington, VA 22209, with operational facilities in Chantilly, Virginia (Medical Enterprise Test Innovation Center) and Ashburn, Virginia (DHMS Data Center). The Government seeks innovative commercial solutions to modernize and consolidate a decentralized test infrastructure currently supporting approximately 2,400 virtual machines, three testing networks with 100 Gbps dedicated fiber connectivity, and approximately 270 monthly service requests across development, integration, and test environments. The existing environment comprises government-owned hardware with significant portions past End of Software Support dates, approximately 16,361 square feet of configurable lab space, and enterprise tooling including SDLCNext (approximately 980 active users) and Jira instances.
Solutions must address five primary goals: optimized and consolidated infrastructure preserving high-fidelity hardware-in-the-loop capabilities for JOMIS while reducing lab space for DHMSM medical device testing; governed, cost-effective platform service with automated provisioning and Total Cost of Ownership reduction; continuous authorization status with Zero Trust maturity and contractor cybersecurity accountability; integrated testing and validation services with shift-left methodology supporting approximately 127,000 annual test use cases; and operational management of enterprise development tools with migration to SDLCNext as standard.
Phase 1 requires submission of a solution paper not exceeding 5 pages or 15 slides addressing solution concept, measurable outcomes, adaptability mechanisms, and rough order of magnitude cost. Phase 2 invites selected offerors to submit detailed proposals including contractor-drafted Performance Work Statement and pricing. Phase 3 results in fixed-priced contract awards based on tangible deliverables. Multiple awards may be issued. Evaluation factors of equal importance include Advancement, Solution Efficacy and Outcomes, Technical Approach and Adaptability, and Price (Phase 2 only). Submit to j.r.oliver.civ@health.mil and krystal.m.mason2.civ@health.mil. Amendment 01 removes the requirement to identify the Individual Program Requirement Notice. Phase I notifications are targeted for approximately September 14, 2026. NAICS code 541513 (Computer Facilities Management Services); PSC DA01 (IT and Telecom—Business Application/Application Development Support Services).
