About this opportunity
The Defense Health Agency's Program Executive Office Defense Healthcare Management Systems (PEO DHMS) is seeking industry feedback through a Request for Information (RFI) regarding market research for the Enterprise Software Services (ESS) Next requirement. The procurement involves infrastructure, environments, and services to support development, integration, and testing for multiple healthcare management systems programs and their contractors. Key objectives include optimizing and consolidating infrastructure, modernizing secure service delivery, providing integrated testing and validation services, delivering enterprise development tooling, establishing transparent cost-effective platform services, and ensuring seamless operational continuity with user support. The RFI contains 14 detailed question sets addressing requirements assessment, cost savings opportunities, transition strategies, contract structures, pricing models, organizational approaches, architecture design, risk mitigation, testing practices, industry standards, cost transparency, scalability, and performance metrics. Responses are limited to 10 pages and must be submitted electronically by April 9, 2026, to Krystal Mason at krystal.m.mason2.civ@health.mil. This RFI is intended for planning purposes only and does not constitute a commitment to award a contract.
The procurement carries no set-aside designation and does not identify current contractors or incumbents in the pre-solicitation notice. The anticipated contract structure is Firm Fixed Price (FFP) with a one-year base period and four one-year option periods, commencing August 28, 2026, with an anticipated transition-out option period at the conclusion of performance. The contract location is in the National Capital Region within 30 miles of Arlington, Virginia, with the current physical facility lease expiring October 30, 2026. The current ESS environment supports approximately 30 daily users with peak capacity of 75 testers across two primary locations: the Medical Enterprise Test Innovation Center (METIC) in Chantilly, Virginia, and the DHMS Data Center in a third-party hosting facility. No specific award value or budget range is disclosed in the pre-solicitation notice, though the government will procure all hardware, software, and AWS cloud hosting resources as managed capacity under the FFP structure.
