About this opportunity
The Defense Health Agency Contracting Activity (DHACA), on behalf of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS), intends to issue a Commercial Solutions Opening (CSO) for Enterprise Support Services (ESS) Next, with the final CSO anticipated within approximately three weeks of July 2, 2026, and Phase 1 solutions due approximately two weeks after CSO release. This is a pre-solicitation notice for informational purposes only; no proposals are being accepted at this time.
The procurement seeks innovative commercial solutions to modernize and optimize test infrastructure currently supporting JOMIS, DHMSM, and EIDS programs. The Government is addressing decentralized infrastructure with unutilized capacity, aging hardware, high maintenance burdens, and lack of transparent utilization and cost data.
Work is performed at two physical locations: the Medical Enterprise Test Innovation Center (METIC) in Chantilly, Virginia, and the DHMS Data Center (DDC) hosted at Equinix in Ashburn, Virginia. The environment comprises approximately 2,400 virtual machines, 145 software/hardware/license/support line items from 27 vendors, and supports approximately 1,100 active Jira users and 2,400 total enterprise users executing 127,198 test use cases annually.
Proposed solutions must address five goal areas: optimized consolidated infrastructure, enterprise platform governance and cost-effective service (with Total Cost of Ownership inclusive of contractor fixed price and Government lifecycle and AWS costs), cybersecurity and Zero Trust authorization, integrated testing and validation services (optional, exercisable post-award), and enterprise tooling operational support (optional, exercisable post-award). Phase 1 requires a concise solution paper not exceeding five written pages or fifteen slides. Evaluation factors are advancement, solution efficacy and outcomes, technical approach and adaptability, and price (Phase 2 only). Awards will be fixed-priced contracts; multiple awards may be issued. Contractors require privileged IT and security clearance access, must comply with HIPAA, and may be subject to no foreign nationals restrictions.
