About this opportunity

The Marine Corps Installations National Capital Region-Regional Contracting Office, on behalf of Headquarters U.S. Marine Corps Human Resources and Organizational Management, seeks professional skills and communications training seminars, with proposals due September 3, 2026 at 5:00 PM EST. This is a Total Small Business set-aside exclusive to women-owned small businesses (WOSB), with NAICS 611430 and a $15 million size standard.

Place of performance includes the Pentagon and Marine Corps Base Quantico, with virtual delivery via MS Teams, Skype, or Adobe Connect as an option. The contractor shall deliver eight core professional development modules—Effective Workplace Communication, Professional Email and Written Communication, Presentation Skills and Public Speaking, Active Listening and Interpersonal Communication, Professionalism in the Workplace, Navigating Difficult Conversations, Building Strong Workplace Relationships, and Communicating Across Teams and Departments—with each course offered twice (once at each location) for 14 total seminars over a 12-month period ending no later than May 31, 2027. Maximum class sizes are 18 at the Pentagon and 20 at Quantico. The contractor must provide all labor, materials, student workbooks, personality assessment licenses (DISC or MBTI only), fully burdened travel, and instructor transportation. Onsite courses run 0830–1600 hours; virtual courses run 0800–1600 hours. Instructors must arrive 30 minutes early for onsite delivery and must be qualified in adult learning methodologies and the federal professional environment, with immediate replacement procedures for underperformance.

This is a Firm-Fixed-Price commercial acquisition under FAR Part 12, evaluated on Best Value where non-price factors (Technical Capability and Past Performance) are significantly more important than price. The incumbent is Dynamic Services Integration Corporation (Contract M00264-25-P-0081). The government reserves the right to award to other than the lowest-priced offeror and to evaluate late quotes. Technical volumes are limited to five pages (excluding sample materials and cover page), and must detail curriculum outlines, instructional approach, and instructor biographies (not resumes), with explicit confirmation of schedule compliance. Performance standards include 100% material delivery compliance, 100% on-time execution, average student satisfaction of 4.0 of 5.0 or higher, and 98% virtual platform uptime. All offerors must maintain active SAM.gov registration with complete Reps & Certs, UEI, and CAGE code at time of proposal. Amendment 1 (issued September 2, 2026) extended the deadline and incorporated 22 vendor Q&A responses as Attachment D.1; contractors must acknowledge receipt of the amendment by signing and returning the SF-30 with their proposal.

**PLEASE NOTE ALL QUESTIONS WILL BE SUBMITTED BY 28 AUGUST 2026 AT 1200 EST.  RESPONSES TO THOSE QUESTIONS WILL BE PROVIDED NO LATER THAN 31 AUGUST 2026 AT 1600 EST.**

The Marine Corps Installations National Capital Region-Regional Contracting Office (MCINCR-RCO), on behalf of the Headquarters U.S. Marine Corps Human Resources and Organizational Management (ARH) Branch, is soliciting quotes for Professional Skills and Communications Training Seminars. The Contractor shall provide all labor, management, materials, student workbooks, personality/communication assessment licenses (e.g., DiSC, MBTI, or equivalent), and fully burdened travel necessary to deliver sixteen (16) comprehensive training seminars (eight at the Pentagon, eight at MCB Quantico, or virtually as designated) over a 12-month Period of Performance. The training curriculum consists of eight (8) core professional development modules designed to improve Federal civilian employee foundations in workplace communication, writing, conflict resolution, active listening, and collaborative relationships.

This acquisition is being conducted under FAR Part 12 (Acquisition of Commercial Products and Commercial Services), resulting in a single Firm-Fixed-Price (FFP) contract awarded on a Best Value basis. The Government will evaluate quotations using a comparative assessment where non-price factors (Technical Capability and Past Performance), when combined, are significantly more important than price. The Government reserves the right to award to other than the lowest-priced quoter to secure a superior technical approach or reduced performance risk. The Government reserves the right to evaluate late quotes if determined to be in the best interest of the Government.

Quotations must include a technical volume not exceeding five (5) pages (excluding sample training material appendices) that details the proposed course curriculum outlines, adult-learning instructional approach, provides instructor biographies (no resumes), and explicitly confirms schedule compliance. Offerors must have an active SAM.gov registration (including complete Reps & Certs, UEI, and CAGE code) at the time of submission and hold pricing firm for 120 calendar days. All travel and incidental costs must be integrated directly into the proposed FFP unit price per seminar.
