About this file
This document is Standard Form 30 (SF-30), Amendment 0001 to Request for Quotations (RFQ) M00264-26-Q-0150, issued by the Department of Defense Marine Corps Installations Command (MCINC-MCBQ) on 02 September 2026. The amendment extends the proposal submission deadline from 09:00 AM to 17:00 (5:00 PM) EST on 03 September 2026, with late submissions not eligible for consideration. The solicitation seeks professional skills and communication training services to be delivered at the Pentagon and MCB Quantico, with seven courses each delivered once at each location for 14 total seminars. Maximum class sizes are 20 participants at Quantico and 18 at the Pentagon, with no guaranteed minimum enrollment. Performance shall commence within two weeks of contract award.
The amendment incorporates government responses to 22 vendor inquiries as Attachment D.1 (Questions and Answers) and confirms key clarifications: the "Professionalism in the Workplace" course (CLINs 0005 & 0006) is a two-day training program; instructor biographies and sample agendas are excluded from the five-page technical volume limitation; approved personality assessment instruments are restricted to DISC and Myers-Briggs (MBTI); and contractors must provide curriculum ready at time of award. The incumbent contractor was Dynamic Services Integration Corporation (Contract M00264-25-P-0081). All other terms and conditions of the original RFQ remain unchanged. Contractors must acknowledge receipt of this amendment by completing Blocks 8 and 15 of the SF-30 and returning a signed copy with their proposal submission.

Schedule and Delivery
Question Answer
1. Delivery cadence: Can the Government share the anticipated schedule or clustering?
The PWS has the list of trainings and dates. Please check the PWS which is attached.
17. Would the Government please provide the anticipated award date and the expected start date for the first course?
We do not have an anticipated award date. All schedules are listed on each PWS. We will stick to the schedules and re-schedule only the training dates that have passed.
19. What is the preferred delivery month for the first four items (0001-0004) / courses (Sept, Oct, or Nov)?
It depends on when the contract is awarded. Please check the PWS. The trainings that will change is the ones where the dates have passed.
22. Is there an expected / preferred cadence for the delivery schedule of the courses?
The scheduled trainings that will change are the ones where the dates have passed. Once the contract has been awarded, we will start within two weeks.
Course Scope, Content, and Logistics
Question Answer
2. Scope confirmation: Please confirm the seven courses are each delivered once at the Pentagon and once at MCB Quantico for 14 total seminars.
Confirmed.
5. Travel and virtual delivery: If the Government elects virtual delivery, would the same fixed unit price apply?
The price is the vendor's choice. The vendor picks the price.
10. Should offerors propose their instructional methodology and approach for each seminar, or does the Government expect substantially complete course content to exist at the time of proposal submission?
Offerors should have their curriculum ready once awarded. We will be ready to start once the contract is awarded.
13. What is the correct course duration for "Professionalism in the Workplace" (CLINs 0005/0006)? (PWS lists both one-day and two-day).
Two-day training.
20. What is the correct length of the training (in days) for the course "Professionalism in the Workplace"?
Two-day course.
Enrollment and Participant Materials
Question Answer
3. Is there a guaranteed minimum enrollment per seminar, and should we price materials to the maximum class size?
No guarantee of the minimum enrollment. Price for materials and personality assessment should have been included in your quote. We are not adjusting the price of the training after it has taken place.
6. Please confirm the contractor supplies all printed workbooks and that Section 508-compliant electronic files are required.
Please explain. (Note: The government's response appears to be a request for clarification from the offeror).
14. Is the stated class enrollment (Max 20/18) the expected number or simply the maximum capacity?
Maximum participants for Quantico is 20, and maximum participants for the Pentagon is 18. Unfortunately, we cannot provide a number for minimum participants.
Personality Assessments
Question Answer
4. For "Leadership Styles and Personality in the Workplace," which assessment instruments are acceptable?
DISC and Myers-Briggs are approved. Prepare for the maximum enrollment.
11. Would the Government consider the Hogan Assessment suite an acceptable commercial equivalent?
DISC and Myers-Briggs are approved.
15. Which courses require personality assessments, is a specific instrument preferred, and does the government have an existing license?
The PWS states the training subject "Leadership Styles and Personality in the Workplace" includes a personality assessment. We do not maintain an existing license that the contractor should utilize.
Instructor and Staffing
Question Answer
7. Will a single principal instructor with a named backup satisfy the requirement, or is a multi-instructor team expected?
We ask for a back-up in case the instructor gets sick or can't make the training. Someone else to instruct the training. Our schedule is tight, and we are trying not to reschedule any training.
12. Does the Government anticipate a single lead instructor, or are offerors permitted to propose multiple qualified instructors?
Vendors are permitted to have multiple qualified instructors.
Proposal Submission
Question Answer
8. Please confirm the 5-page technical limit excludes only the sample-material appendices and clarify if instructor biographies count toward the 5 pages.
They do not.
16. Would the Government please confirm whether the five-page limit excludes the cover page, table of contents, and representations? Additionally, may sample agendas be included as an appendix?
Sample agendas can be added outside of the page limitation.
21. Will the government confirm that traditional small businesses may just copy/paste/sign FAR 52.212-3(c) within the price section of their proposal?
That is correct, the government will confirm.
Incumbent and Historical Information
Question Answer
9. Is this a new requirement or a follow-on? If a follow-on, can the Government identify the incumbent or share historical pricing?
The contract # M0026425P0080.
18. Is there an incumbent contractor? If so, what was the incumbent contractor company name, contract number, period of performance, and total contract value?
