About this opportunity
Marine Corps Installations - National Capital Region seeks professional art framing services for the National Museum of the Marine Corps on a five-year IDIQ contract with proposals due July 2, with questions due June 15 (passed). This is a total small business set-aside; only small businesses under NAICS 561990 will be considered for award.
Place of performance is Triangle, Virginia, with artwork pickup and delivery at the NMMC Museum Support Facility in Dumfries, Virginia, or the main NMMC building in Triangle. The contract is a recompete; the incumbent, Montclair Picture Framing Outlet, Inc., held the prior award (M0026420P0185, valued at $239,777) from September 2020 through its expiration.
The contractor must provide professional custom framing meeting Professional Picture Framers of America and museum standards for a collection exceeding 13,000 fine art pieces spanning mid-19th century to present, ranging from 1.5" × 2" to over 5'6" × 10'6". Required services include framing works on paper with 8-ply or 4-ply acid-free mat board and non-reflective UV-coated or standard non-glare museum Plexi, framing canvas works, stretching giclee prints onto stretcher bars, installing "D" rings and picture wire for suspension, and preparing artwork for climate-controlled transport. All materials must be archival quality and museum grade. The contractor must complete an intake meeting within 25 days of award, deliver framed works within 15 working days of pickup, maintain climate control at 50–60% relative humidity and 68–72°F (±5%), and be available within 48 hours for touch-ups. Personnel must possess a minimum of five years' professional framing experience with documented coursework in conservation methods.
Pricing is firm-fixed-price with no economic price adjustments permitted across the five-year period. Award will be made on an all-or-none basis to the lowest-priced responsive quoter meeting technical and past performance requirements. Evaluation weighs technical compliance (meeting salient characteristics and solicitation terms), past performance (neutral to satisfactory), and price (fair and reasonable). The Government reserves the right to issue no award.
Amendments E1 (June 16) and E2 (June 17) posted Q&A responses and revised the Performance Work Statement to Version 1.1, including a pricing table clarification and revised evaluation methodology. Questions posted as of June 23 address material substitutions for discontinued fillets, plexi specifications, and pricing table line items.
