About this file

This is a Questions and Answers document for federal contract opportunity M0026426Q0094, Professional Art Framing Services for the Naval Medical Center (NMMC). This document does not address required products or services in the traditional sense but rather clarifies solicitation requirements and technical specifications related to an art framing contract recompete.

The incumbent contractor is Montclair Picture Framing Outlet, Inc., with the previous contract M0026420P0185 awarded September 25, 2020, valued at $239,777.00. This is a recompete for a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with an ordering period beginning upon contract award. The work involves framing works of art and fine art prints for the NMMC art collection, with all framing work to be conducted at the contractor's facility. The contractor must pick up artwork from the Museum Support Facility (MSF) and deliver completed frames to either the MSF or main NMMC building, with availability for 48-hour touch-ups as needed. Framing of up to 10 items must be completed within 6 months of task order award, with 15 working days to complete framing upon actual pickup of items. Pricing is firm-fixed-price with material costs included in contractor rates. The contract requires completion of a Task Pricing Table for each billable task, with pricing tiers for small (18" x 20"), medium (30" x 36"), and large (40" x 60") sized works, as well as separate lines for ultraviolet (UV) filtering non-glare plexiglass (Lines 27–29) and standard (non-museum grade) non-glare plexiglass (Lines 30–32). Contractors must incorporate anticipated price increases across the five-year contract period, as variable pricing and economic price adjustments are not permitted. Several specified framing fillets have been discontinued and require substitution with equivalent products matching the original color specifications.

M0026426Q0094 Professional Art Framing Services for the NMMC, Q&A

1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Government Response: The incumbent for this effort is Montclair Picture Framing Outlet, Inc. This effort is a recompete for a 5-year Indefinite Delivery Indefinite Quantity contract (IDIQ). The previous contract is M0026420P0185, awarded 25 Sep 2020. Total Award Value, $239,777.00.

2. Marine Mass

a. The specified Larson Juhl fillet #131912 has been discontinued by the manufacturer.

b. This item uses CMI fillet #3551 as a substitute.

c. Based on the provided information, it appears that a gold fillet is intended to be used inside the ornate gold frame. Could you please confirm that this interpretation is correct?

Government Response: Yes, we would be looking for a similar fillet to closely match the gold color of the selected now discontinued fillet.

3. Untitled (Korea)

a. The specified fillet has also been substituted due to availability.

b. Our understanding is that a gold fillet is to be used inside a dark wood-tone frame. Please confirm if this is correct.

4. Marine Corps Women's Reserve by Crockwell

a. The specified fillet has been substituted with an equivalent available product.

b. Please confirm that this substitution is acceptable.

5. Item 9

a. The specified fillet has been substituted with Larson Juhl silver fillet #114153.

b. However, it is unclear whether the fillet is intended to be installed inside the frame itself or within the mat opening. Please clarify the intended placement.

c. For pricing purposes, we used Crescent Rag Mat #1170 Cool White.

d. The specification requests non-glare plexiglass. Please clarify whether this should be:

i. Standard non-glare plexiglass, or

ii. Ultraviolet (UV) filtering non-glare plexiglass.

Government Response:

5-b: The fillet is intended to be placed inside the frame and not within the mat opening.

5-d: We are requesting Standard (non-museum grade) non-glare plexiglass.

Thank you for the clarification. We are revising the Pricing Table as follows:

Lines 27 – 29: Ultraviolet (UV) filtering non-glare plexiglass

Lines 30 – 32: Standard (non-museum grade) non-glare plexiglass

6. Task Pricing Table

a. We must admit that we do not fully understand the requirements of the

"Task Pricing Table" referenced in the solicitation.

b. Could you please provide additional guidance, instructions, or an example of how the Task Pricing Table should be completed and submitted?

Government Response:

As per the PWS: “The Government intends to award an Indefinite Delivery Indefinite Quantity contract (IDIQ) for this requirement with a 5-year ordering period during which individual task orders may be issued/awarded under the master IDIQ contract. The ordering period for the base year shall begin upon the date of contract award.” The Task Pricing Table must be completed for each Billable Task, and “Contractor must include the cost of any materials in their firm-fixed rates to include those involving framing and matting, for example.”

7. Confirming that NMMC will provide all items to be framed to the vendor.

Government Response: As per the PWS: “All framing work shall be conducted at the Contractor’s facility. The Contractor shall pick up the works of art and fine art prints on canvas and/or paper from the NMMC art collection located at the MSF and deliver to either the MSF or main NMMC building.”

8. (Be available within 48 hours to perform touch-ups on frames as needed at the NMMC Museum Support Facility (MSF) or in the NMMC art gallery). Does this request pertain to vendor's supplied frames not the existing frame in the NMMC archives?

Government Response: In this instance it refers to the frames supplied by the vendor.

9. Period of Performance: Please clarify. 1. (Framing of the 8 works of art and 2 prints must be completed within 6 months of task order award. The contractor shall have 15 working days to complete framing upon the pickup of the works of art and prints.)

Government Response: Some of the works to be framed may be available to be picked up at the same time, others at a different time based on need. While the task order will be completed within the 6 months timeframe, the 15 working days to complete framing upon the pickup of works refers to the period of time when the works are actually picked up and are within the vendor’s responsibility.

10. Submission of pricing? See below. I am unclear how to fill out the Task Pricing Table versus the Task Order. After reviewing the Task Order attachment, Line 15 indicates 3 different manufacturers. Line items not called out for framing, do we suggest a frame for pricing purposes?

“Quoters must submit their quotes as an attachment(s) to their email submission.

This includes any/all quote pricing and technical information. OFFERORS, PLEASE TAKE NOTE: Completion of 1. Pricing table provided within the PWS, and 2. Proposed Pricing for Draft Task Order 1 is required to be considered for award (see attachments).”

Government Response: On line 15 of the PWS calls for the pricing of a 2” embellished wood frame, response should coincide with this quideline.

11. On the Task Order 1 document, the frame requested for 2. Accession number:

2012.1045.1, Wash Day by Carl Shreve, is CMI 3784 (Pricing Table Line: 2). On the Task Pricing Table, Line 2 says "L" shaped 1" neutral wood frame.

a. Are you looking for pricing of the "L" shaped 1" frame here or should I put the pricing of the 3784 CMI frame?

b. Is that also the case for all of the frames requested, to put the pricing of those frames in the corresponding line referenced?

Government Response:

11-a: It should be the CMI 3784 frame.

11-b: Yes, The frame listed should be the frame priced.

12. For 9. Flare, Frontline, Champagne, is that an original work of art that would require the museum plexi, or if not, do you want to use UV non-glare plexi or regular non-glare plexi?

Government Response: We are requesting Standard (non-museum grade) non-glare plexiglass. Please see answer to Question #5.

13. For the Task Pricing Table, if a line isn't referenced in Task Order 1, should I pick a frame closest to the description to generate pricing, and should I reference the frame number I choose for you to review?

Government Response: Yes, if you are referring to the fillet that has been discontinued, then yes, pick a frame closest to the selected frame and reference the frame number.

14. For lines 30-32, does the Standard Plexi mean the UV non-glare plexi, or regular non-glare plexi, referenced in my previous question?

Government Response: Standard (non-museum grade) non-glare plexiglass. Please see answer to question #5 & 12.

15. For pricing in lines 33-41, should I define small sized work 18" x 20", medium sized work 30" x 36", and large sized work 40" x 60", know that if the work happens to be smaller within each range, the price will be less within each range?

Government Response: Yes.

16. For each Year column, it is hard to judge how the material costs will change from year to year. Our vendors typically do price increases each year, ranging from 2% to 5%. For the sake of giving you future year pricing, should I do a specific % increase, knowing there might be some fluctuations to these prices?

Government Response: The resultant contract and any task orders resulting from it will be firm-fixed-price in nature. The Government recommends incorporating any anticipated price increases into the year-to-year pricing so as to accommodate for these fluctuations and conform to the firm-fixed-price nature of the contract and pricing table. Variable pricing, economic price adjustments or similar will not be available for this contract.

17. On the D1. Solicitation pdf, I assume I should add my information to box 17a., fill out boxes 30a. 30b. and 30c., and check relevant boxes in the FAR clauses.

Are there any other fields I need to fill out?

Government Response: This will serve as a completed D1. Solicitation pdf, in addition to details provided in the FAR 52.212-1, Instruction to Offerors, & FAR 52.212-1 Instruction to Offerors Addendum.

File details come from the government source that posted it. Updated .
