About this file
This is a Standard Form 30 (SF 30) Amendment of Solicitation for RFQ M0026426Q0094 issued by the COMMANDER, MCINCR-MCBQ at Quantico, Virginia on June 17, 2026. The amendment provides Government responses to industry questions and answers from the Q&A period and clarifies the pricing table for Lines 27-32 of the solicitation. The solicitation concerns professional art framing services for the Naval Museum and Maritime Collections (NMMC).
The amendment modifies the Performance Work Statement (PWS) from the original version to Revision 1.1 and includes a detailed Q&A response document (E1. Q&A M0026426Q0094 Professional Art Framing Services for the NMMC response). A key evaluation clarification was added to FAR 52.212-2 stating that pricing comparison will be determined by averaging each billable task across all years of the pricing table and then averaging those results across all tasks. Quotes will be evaluated on three factors: Technical/Conforming (meeting salient characteristics, delivery dates, and all solicitation terms); Past Performance (neutral to satisfactory rating per FAR 12.203(a)(2) and DFARS 204.76); and Price (fair and reasonable determination per FAR 12.204(a)). The Government intends to award without discussions based on initial quote evaluation. All prices must include no more than two decimal places, with mathematical correctness verified. The Contracting Officer, Michael Bogatyr, signed the amendment on June 16, 2026.

Addendum to Evaluation - Commercial Product and Commercial Services
Miscellaneous text in this section has been modified to:
52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation) (Feb 2026)
The provision at 52.212-2, Evaluation- Commercial Products and Commercial Services, applies to this acquisition as follows:
The Government will award a contract resulting from this solicitation to the responsible quoter/offeror whose quote/offer conforming to the solicitation will be most advantageous and provides the greatest overall benefit (best value) to the Government.
The basis for award is:
(a)(1) The basis for award is PRICE per FAR 12.204(a)
(a)(2) Evaluation factors per FAR 12.203(a)
All quotations or offers will be ranked in order of lowest price to highest price. To determine pricing for comparison, the average of each billable task across all years of the pricing table will be summed and averaged across all tasks. The following factors shall be used to evaluate Quotes:
a. Technical / Conforming to all matters with respect to the solicitation: Quotes/Quoters must clearly demonstrate the quoted items meet or exceed the salient characteristics or extended description of supplies/services; must specify delivery date /coverage period; and must meet all the terms and conditions of the solicitation.
b. Past Performance: The apparent successful, prospective contractor shall have neutral to satisfactory past performance. Past Performance shall be evaluated in accordance with FAR 12.203(a)(2) and DFARS Subpart 204.76 to include the use of the Supplier Performance Risk System.
c. Price: In accordance with FAR 12.204(a) before making the award, the Contracting Officer will determine that the apparent successful, prospective contractor proposed price is fair and reasonable.
Completeness and Accuracy: The Government will review the quotes for completeness and accuracy. A determination will be made as to whether the
Quoters properly completed the pricing table. Quotes will be checked for mathematical correctness to include the following:
1) Checking arithmetic in all computations; and
2) Ensuring all prices are summarized correctly; and
3) All prices quoted are no more than two decimal spaces.
The Government intends to evaluate the quotes and award a contract without discussions with quoters. quoters should not expect requests for clarification or additional information from the Government. Award will be based on the initial evaluation of quotes received in response to the solicitation. Therefore, quoters are cautioned that their initial quote should contain their best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions with quoters if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received.
