About this opportunity
The Department of State seeks printing services for the U.S. Embassy Hanoi and its agencies under a Blanket Purchase Agreement covering November 2026 through December 2030, with quotations due October 29, 2026, at 17:00 Vietnam local time (amended from October 22). Questions are due October 12 at 17:00 local time, with answers issued by October 15. This is not a small business set-aside.
Place of performance is Hanoi, Vietnam. The Statement of Work encompasses graphic design, document printing and photocopying, brochure and portfolio design and production, stock image supplies, design review services, and material consultation. All supplies, equipment, toner, developer, fuser agent, staples, paper, glue, and binding stationery must be included at no additional cost. Delivery must occur within five working days of order confirmation during Embassy operating hours (Monday–Friday, 08:00–11:00 and 13:00–16:00 local time). The contractor must maintain strict confidentiality regarding all Embassy documents.
The price list itemizes 25 line items covering copying services (A4 and A3, one- and two-sided), color printing, specialty printing on premium stocks, binding services with spiral binding and plastic covers, and specialty items including name cards, certificates, certificate holders, posters, standees, flyers, brochures, backdrops, and greeting cards. Pricing must be firm-fixed inclusive of VAT and all costs, with prices fixed for one year subject to Embassy review in September each year. Quotations must remain valid for a minimum of 120 calendar days and be submitted in English.
Three past-performance references from companies in Vietnam within the past three years are mandatory; failure to provide references results in exclusion. Vietnam-based subcontractors are permitted if clearly identified; subcontractor references are acceptable if the subcontractor manages the work. Payment is made via Electronic Funds Transfer within 30 days of invoice receipt and product acceptance. Award will be made to the responsible offeror submitting the lowest-priced, technically acceptable quotation based on initial quotations without discussions, though the Government reserves the right to hold discussions with companies in the competitive range if necessary. Quotations may be quoted in Vietnamese Dong or U.S. Dollars. NAICS code is 323111, Commercial Printing. PSC code is T011, Photo/Map/Print/Publication–Print/Binding.
