Pricing must be firm-fixed inclusive of VAT and all costs, with prices remaining fixed for one year subject to Embassy review and approval in September of each year. Quotations must include a "Printing Service Price List" with unit prices for all line items. Past performance references from three companies in Vietnam within the past three years are mandatory, and failure to provide references results in exclusion from evaluation. Payment is made via Electronic Funds Transfer within 30 days of invoice receipt and product acceptance.

Subject: Request for Quotation No. 19VM3027Q0003 – Procurement of Printing Service for the U.S. Embassy Hanoi, Vietnam.

Enclosed please find the Request for Quotation (RFQ) package, including the proposed technical specifications, for the Procurement of Printing Services for the U.S. Embassy in Hanoi, covering the period November 2026 to December 2030.

If you would like to submit a quotation, please complete the required portions of the attached document and submit it to the address indicated on the Standard Form 18 included with this letter.

Your submission must include the following:

- Standard Form 18: Complete blocks 11e & 11f (Price), and blocks 13, 14, 15 and 16 (Bidder’s information)

- Pricing: As per RFQ Section C

- Technical Proposal: As required in RFQ

- NDAA certification

Your quotation must be submitted electronically to HanoiGSOProcurement@state.gov no later than October 22, 2026, at 17:00 local time. Quotations received after this deadline will not be accepted. All quotations must be submitted in English; incomplete proposals will not be considered.

Any questions regarding this RFQ please submit HanoiGSOProcurement@state.gov on or before

October 12, 2026 at 17:00 local time. Questions submitted after this deadline will not be answered.

Answers from the Embassy will be issued no later than October 15, 2026 local time.

The U.S. Government intends to establish the Blanket Purchase Agreement (BPA) with the responsible offerors submitting the lowest-priced, technically acceptable quotation that meets all solicitation requirements. Quotations must remain valid for a minimum of 120 calendar days and must include all applicable taxes and other charges relevant to the U.S. Embassy Hanoi, Vietnam.

We intend to award the BPA based on initial quotations, without holding discussions. However, we reserve the right to hold discussions with companies within the competitive range, should the need arise.

STATEMENT OF WORK

A. GENERAL STATEMENT

This solicitation seeks proposals for printing services for the U.S. Embassy Hanoi and its agencies under a Blanket Purchase Agreement (BPA) for the period November 2026 through

December 2030. The Contractor must have extensive experience providing printing services and be capable of delivering high-quality work in accordance with the technical requirements outlined below.

The Contractor shall submit a quotation inclusive of VAT (if applicable) and any other anticipated charges. The quotation must address all elements of this Statement of Work (SOW) and demonstrate the Contractor's ability to provide qualified personnel, necessary equipment, and sufficient financial resources to perform the required work.

B. REQUIREMENTS

B.1. Service Requirements

The Contractor must provide printing services, including the following tasks:

• Graphic design and creation of annual report content for various Embassy offices.

• Graphic design and creation of brochures, information portfolios, folders, advertising publications, flyers, and similar materials for the Embassy's promotional events.

• Printing and/or photocopying of documents, brochures, and portfolios in a professional manner, ensuring clear colors, photographs, text, and images for finished products.

Preference will be given to contractors offering multiple printing methods, such as commercial, digital, press, and web-based printing.

• Supplying stock images for publications, as needed.

• Providing printing designs for requesting offices to review and confirm prior to production. The Contractor is responsible for installing, setting up, and delivering printed items to U.S. Embassy Hanoi events.

• Material Requirements: The Contractor shall present several material options for the

Embassy's selection prior to submitting a quote. Services must include all necessary supplies — such as equipment, toner, developer, fuser agent, staples, paper, glue for padding, and binding stationery — required to complete finished products, at no additional cost to the Embassy.

B.2. Confidentiality

The Contractor agrees to maintain strict confidentiality regarding all aspects of the Embassy and any information related to documents submitted for printing, with no time limitation on this obligation.

Documents provided for printing are disclosed solely to the Contractor to whom they are addressed, under a relationship of confidentiality. Such documents constitute confidential and proprietary information belonging to the Embassy and may be used by the Contractor exclusively for the purpose of providing printing services. Distribution of these documents, or any portion of their content, to third parties is strictly prohibited. The Contractor must obtain the

Embassy's written consent before communicating any information regarding the content or subject matter of such documents to any third party, including individuals, firms, companies, or their employees.

By accepting assigned documents, the Contractor acknowledges that such materials are confidential and proprietary to the Embassy, and further acknowledges its obligation to comply with the confidentiality provisions of this BPA.

B.3. Ordering Procedures

• Individual orders will be issued by authorized U.S. Embassy personnel through BPA calls/orders.

• Each order will specify the required items, quantities, delivery location, and requested delivery date.

• The Contractor shall not provide services without an authorized BPA call/order.

• The Contractor shall provide quotations for printing services on an as-needed basis, tailored to customer requirements, within two (2) working days of receiving a request for quotation.

• All quotes must be itemized and include all applicable costs.

B.4. Delivery Requirements

• The Contractor shall deliver ordered items to the U.S. Embassy warehouse or other designated U.S. Mission locations in Hanoi, Vietnam, as specified in each order.

• Delivery shall be completed within five (5) working days of order confirmation, unless otherwise specified in the BPA call.

• Deliveries must occur during U.S. Embassy operating hours: Monday through Friday, 08:00–11:00 and 13:00–16:00.

• The Contractor shall provide appropriate delivery documentation, including a delivery note or packing list identifying the items and quantities delivered.

• The Contractor shall submit the full name, government identification number, and vehicle details of pickup/delivery personnel to the designated point of contact at least one (1) business day in advance, to facilitate access requests.

B.5. Inspection and Acceptance

• The U.S. Embassy reserves the right to inspect all products upon delivery.

• Products that are damaged, defective, incorrectly supplied, or otherwise fail to meet order requirements may be rejected.

• The Contractor shall replace rejected products within five (5) working days, at no additional cost to the Embassy.

B.6. Payment

• The Contractor shall submit a monthly invoice covering all services provided and accepted under approved BPA calls during the applicable month.

• The invoice must indicate delivery dates, services provided for each order, unit price, and the total amount due for the month.

• Payment will be made via Electronic Funds Transfer (EFT) to the Contractor's designated bank account, within 30 days of invoice receipt and acceptance of the supplies.

B.7. Point of Contact

• The Contractor shall provide the U.S. Embassy Hanoi with a list of individuals who may be contacted outside normal business hours in the event of an emergency.

• The Contractor shall ensure this contact list remains current.

B.8. Past Performance References

• Bidders must provide at least three (3) references from companies for which they have performed, or are currently performing, services of similar size and scope within the past three (3) years.

• Referenced services must have been performed in Vietnam.

• For each reference, bidders shall provide the company name, point of contact, telephone number, email address, and a brief description of services provided.

• Failure to provide the required references and supporting information may result in exclusion from further evaluation.

C. PRICING

• The Contractor shall supply all labor, materials, equipment, and services required to complete the work specified in this SOW. Pricing shall be firm-fixed and include all labor, materials, insurance, overhead, profit, transportation, VAT (if applicable), and any other anticipated expenses.

• Bidders must complete and submit the "Printing Service Price List", including unit prices inclusive of VAT (if applicable) for all listed items.

• The Embassy will pay the Contractor the fixed prices specified in the Printing Service

Price List upon satisfactory delivery and acceptance of ordered supplies.

• Prices shall remain firm-fixed for one year. The U.S. Embassy may review any proposed price adjustments in September of each year; such adjustments are subject to Embassy review and approval. Approved prices will apply for the subsequent one-year period.

• All costs associated with delivery, transportation, packaging, loading, and unloading must be included in quoted prices; the Embassy will not pay separate fees for these items.

D. PROCUREMENT TERMS & CONDITIONS

• The offeror must be willing to accept a BPA and BPA calls from U.S. Embassy Hanoi.

• Vendor-drafted contracts will not be accepted or signed.

• All bid items must meet or exceed the specifications listed.

• Quotations must be firm-fixed price, inclusive of applicable VAT and any other anticipated charges.

• The selected vendor must accept payment within 30 days of complete order delivery and receipt of a correct original invoice.

• Payment will be made via Electronic Funds Transfer (EFT) to the vendor's bank account, as stated on the invoice.

• In the event of cancellation after a BPA call has been awarded, only services already rendered will be paid.

• For applicable U.S. Government rules and regulations, please refer to the attached

Commercial Clause document, which includes FAR provision 52.204-90 as compliance with NDAA Section 889 verification.

PHẠM VI CÔNG VIỆC

A. ĐIỀU KHOẢN CHUNG

Gói thầu này nhằm mời chào giá dịch vụ in ấn cho Đại Sứ Quán Hoa Kỳ tại Hà Nội và các cơ quan trực thuộc theo Thỏa thuận Mua sắm Trọn gói (BPA) cho giai đoạn từ tháng 11 năm 2026 đến tháng 12 năm 2030. Nhà thầu phải có kinh nghiệm chuyên sâu trong việc cung cấp dịch vụ in ấn và có khả năng cung cấp sản phẩm và dịch vụ chất lượng cao, phù hợp với các yêu cầu kỹ thuật được nêu dưới đây.

Nhà thầu phải nộp báo giá đã bao gồm thuế VAT (nếu có) và các chi phí phát sinh dự kiến khác.

Báo giá phải đề cập đầy đủ các nội dung của Phạm vi Công việc (SOW) này và chứng minh khả năng của Nhà thầu trong việc cung cấp nhân sự có đủ năng lực, trang thiết bị cần thiết, và nguồn lực tài chính đầy đủ để thực hiện công việc theo yêu cầu.

B. YÊU CẦU

B.1. Yêu cầu về Dịch vụ

Nhà thầu phải cung cấp dịch vụ in ấn, bao gồm các công việc sau:

• Thiết kế đồ họa và xây dựng nội dung báo cáo thường niên cho các phòng ban khác nhau của Đại Sứ Quán.

• Thiết kế đồ họa và thực hiện các ấn phẩm như tài liệu giới thiệu, hồ sơ thông tin, bìa hồ sơ, ấn phẩm quảng cáo, tờ rơi và các tài liệu tương tự phục vụ các sự kiện quảng bá của

Đại Sứ Quán.

• In ấn và/hoặc sao chụp tài liệu, tài liệu giới thiệu và hồ sơ thông tin một cách chuyên nghiệp, đảm bảo màu sắc, hình ảnh, văn bản và hình ảnh đồ họa rõ nét trên sản phẩm hoàn thiện. Ưu tiên các nhà thầu cung cấp nhiều phương thức in ấn như in thương mại, in kỹ thuật số, in offset, và in qua hệ thống web…

• Cung cấp hình ảnh có bản quyền/sẵn có để sử dụng trong các ấn phẩm khi cần thiết.

• Cung cấp bản thiết kế in ấn để các phòng ban yêu cầu xem xét và xác nhận trước khi sản xuất. Nhà thầu có trách nhiệm thiết kế, sản xuất và giao các sản phẩm in đến các sự kiện của Đại Sứ Quán Hoa Kỳ tại Hà Nội.

• Yêu cầu về chất liệu: Nhà thầu phải cung cấp một số lựa chọn về chất liệu để Đại Sứ

Quán lựa chọn trước khi gửi báo giá. Dịch vụ phải bao gồm tất cả các vật tư — như thiết bị, mực in, bột từ, chất trợ nhiệt, ghim, giấy, keo dán để đóng gáy, và các vật tư văn phòng phẩm phục vụ việc đóng quyển — cần thiết để hoàn thiện sản phẩm theo yêu cầu, mà đảm bảo không phát sinh thêm chi phí cho Đại Sứ Quán.

B.2. Bảo mật

Nhà thầu đồng ý duy trì tính bảo mật tuyệt đối đối với mọi khía cạnh liên quan đến Đại Sứ Quán cũng như mọi thông tin liên quan đến các tài liệu được gửi để in ấn, và nghĩa vụ bảo mật này không bị giới hạn về thời gian.

Tài liệu được cung cấp để in ấn chỉ được tiết lộ cho Nhà thầu được chỉ định nhận các tài liệu đó, trên cơ sở quan hệ bảo mật. Các tài liệu này là thông tin mật và thông tin độc quyền thuộc về Đại

Sứ Quán và chỉ được Nhà thầu sử dụng cho mục đích cung cấp dịch vụ in ấn. Nghiêm cấm tuyệt đối việc phân phối các tài liệu này hoặc bất kỳ phần nội dung nào của chúng cho bên thứ ba. Nhà thầu phải có được sự chấp thuận bằng văn bản của Đại Sứ Quán trước khi trao đổi bất kỳ thông tin nào liên quan đến nội dung hoặc chủ đề của các tài liệu này với bất kỳ bên thứ ba nào, bao gồm cá nhân, tổ chức, công ty hoặc nhân viên của các bên đó.

Bằng việc tiếp nhận các tài liệu được giao, Nhà thầu xác nhận rằng các tài liệu đó là thông tin mật và độc quyền của Đại Sứ Quán, đồng thời xác nhận nghĩa vụ tuân thủ các quy định về bảo mật của BPA này.

B.3. Quy trình Đặt hàng

• Các đơn hàng riêng lẻ sẽ được nhân viên được ủy quyền của Đại Sứ Quán Hoa Kỳ phát hành thông qua các yêu cầu/đơn đặt hàng theo BPA (BPA calls/orders).

• Mỗi đơn hàng sẽ nêu rõ các mặt hàng được yêu cầu, số lượng, địa điểm giao hàng và ngày giao hàng dự kiến.

• Nhà thầu không được cung cấp dịch vụ khi chưa có yêu cầu/đơn đặt hàng BPA được ủy quyền.

• Nhà thầu phải cung cấp báo giá dịch vụ in ấn theo nhu cầu thực tế, phù hợp với yêu cầu của khách hàng, trong vòng hai (2) ngày làm việc kể từ khi nhận được yêu cầu báo giá.

• Tất cả báo giá phải được liệt kê chi tiết theo từng hạng mục và bao gồm đầy đủ các chi phí áp dụng.

B.4. Yêu cầu về Giao hàng

• Nhà thầu phải giao các mặt hàng đã đặt đến kho của Đại Sứ Quán Hoa Kỳ hoặc các địa điểm khác của Phái đoàn Hoa Kỳ tại Hà Nội, Việt Nam, theo quy định trong từng đơn hàng.

• Việc giao hàng phải được hoàn thành trong vòng năm (5) ngày làm việc kể từ khi xác nhận đơn hàng, trừ khi yêu cầu BPA có quy định khác.

• Việc giao hàng phải được thực hiện trong giờ làm việc của Đại Sứ Quán Hoa Kỳ: Thứ

Hai đến Thứ Sáu, từ 08:00–11:00 và 13:00–16:00.

• Nhà thầu phải cung cấp chứng từ giao hàng phù hợp, bao gồm phiếu giao hàng hoặc danh sách đóng gói, trong đó liệt kê các mặt hàng và số lượng đã giao.

• Nhà thầu phải cung cấp họ tên đầy đủ, số chứng minh nhân dân/căn cước công dân, và thông tin phương tiện của nhân viên giao/nhận hàng cho đầu mối liên hệ được chỉ định ít nhất một (1) ngày làm việc trước đó, để tạo điều kiện thuận lợi cho việc đăng ký cấp quyền ra/vào.

B.5. Kiểm tra và Nghiệm thu

• Đại Sứ Quán Hoa Kỳ có quyền kiểm tra tất cả sản phẩm khi giao hàng.

• Các sản phẩm bị hư hỏng, có lỗi, được cung cấp không đúng hoặc không đáp ứng các yêu cầu của đơn hàng theo bất kỳ cách nào có thể bị từ chối nhận.

• Nhà thầu phải thay thế các sản phẩm bị từ chối trong vòng năm (5) ngày làm việc mà không phát sinh thêm chi phí cho Đại Sứ Quán.

B.6. Thanh toán

• Nhà thầu phải gửi hóa đơn hàng tháng cho tất cả các dịch vụ đã cung cấp và được chấp nhận theo các yêu cầu/đơn đặt hàng BPA đã được phê duyệt trong tháng tương ứng.

• Hóa đơn phải nêu rõ ngày giao hàng, dịch vụ đã cung cấp cho từng đơn hàng, đơn giá, và tổng số tiền phải thanh toán trong tháng.

• Việc thanh toán sẽ được thực hiện thông qua Chuyển khoản Điện tử (EFT) đến tài khoản ngân hàng được chỉ định của Nhà thầu, trong vòng 30 ngày kể từ khi nhận được hóa đơn và nghiệm thu sản phẩm.

B.7. Đầu mối Liên hệ

• Nhà thầu phải cung cấp cho Đại Sứ Quán Hoa Kỳ tại Hà Nội danh sách các cá nhân có thể liên hệ ngoài giờ làm việc bình thường trong trường hợp khẩn cấp.

• Nhà thầu phải đảm bảo danh sách liên hệ này luôn được cập nhật.

B.8. Thông tin Tham chiếu về Năng lực Thực hiện

• Nhà thầu dự thầu phải cung cấp ít nhất ba (3) đơn vị tham chiếu là các công ty mà Nhà thầu đã từng hoặc hiện đang cung cấp các dịch vụ có quy mô và phạm vi tương tự trong vòng ba (3) năm qua.

• Các dịch vụ được sử dụng làm thông tin tham chiếu phải đã được thực hiện tại Việt Nam.

• Đối với mỗi đơn vị tham chiếu, nhà thầu dự thầu phải cung cấp tên công ty, đầu mối liên hệ, số điện thoại, địa chỉ email, và mô tả ngắn gọn về dịch vụ đã cung cấp.

• Việc không cung cấp đầy đủ các thông tin tham chiếu và tài liệu hỗ trợ theo yêu cầu sẽ dẫn đến việc nhà thầu bị loại khỏi quá trình đánh giá tiếp theo.

C. GIÁ

• Nhà thầu phải cung cấp toàn bộ nhân công, vật tư, thiết bị, và dịch vụ cần thiết để hoàn thành công việc được nêu trong SOW này. Giá cả phải là giá cố định (firm-fixed) và bao gồm toàn bộ chi phí nhân công, vật tư, bảo hiểm, chi phí quản lý chung, lợi nhuận, vận chuyển, thuế VAT (nếu có), và các chi phí phát sinh dự kiến khác.

• Nhà thầu dự thầu phải hoàn thành và nộp "Bảng Giá Dịch vụ In ấn", bao gồm đơn giá đã bao gồm thuế VAT (nếu có) cho tất cả các hạng mục được liệt kê.

• Đại Sứ Quán sẽ thanh toán cho Nhà thầu theo mức giá cố định được nêu trong Bảng Giá

Dịch vụ In ấn sau khi giao hàng và nghiệm thu sản phẩm đạt yêu cầu.

• Giá cả sẽ được giữ cố định trong một năm. Đại Sứ Quán Hoa Kỳ có thể xem xét các đề xuất điều chỉnh giá (nếu có) vào tháng 9 hàng năm; các điều chỉnh này phải được Đại Sứ

Quán xem xét và phê duyệt. Mức giá được phê duyệt sẽ áp dụng cho giai đoạn một năm tiếp theo.

• Tất cả chi phí liên quan đến giao hàng, vận chuyển, đóng gói, bốc dỡ hàng phải được bao gồm trong giá báo; Đại Sứ Quán sẽ không thanh toán thêm bất kỳ khoản phí riêng biệt nào cho các hạng mục này.

D. ĐIỀU KHOẢN VÀ ĐIỀU KIỆN MUA SẮM

• Bên chào giá phải sẵn sàng chấp nhận BPA và các yêu cầu/đơn đặt hàng BPA từ Đại Sứ

Quán Hoa Kỳ tại Hà Nội.

• Đại Sứ Quán sẽ không chấp nhận hoặc ký các hợp đồng do nhà cung cấp tự soạn thảo.

• Tất cả các hạng mục chào thầu phải đáp ứng hoặc vượt các thông số kỹ thuật đã nêu.

• Báo giá phải là giá cố định, đã bao gồm thuế VAT áp dụng và các chi phí phát sinh dự kiến khác.

• Nhà cung cấp được lựa chọn phải chấp nhận thanh toán trong vòng 30 ngày kể từ khi hoàn tất giao hàng và nhận được hóa đơn gốc chính xác, hợp lệ.

• Việc thanh toán sẽ được thực hiện thông qua Chuyển khoản Điện tử (EFT) đến tài khoản ngân hàng của nhà cung cấp, theo thông tin nêu trên hóa đơn.

• Trong trường hợp hủy đơn hàng sau khi yêu cầu BPA đã được gửi đi, chỉ các dịch vụ đã thực hiện sẽ được thanh toán.

• Đối với các quy định và quy chế hiện hành của Chính phủ Hoa Kỳ, vui lòng tham khảo tài liệu Điều khoản Thương mại đính kèm, trong đó bao gồm điều khoản FAR 52.204-90 về việc tuân thủ yêu cầu xác minh theo Mục 889 của Đạo luật Ủy quyền Quốc phòng

(NDAA).
