About this opportunity

The Department of the Army Materiel Command Army Contracting Command is seeking qualified contractors to provide preventive maintenance, inspection, and repair work for airfield lighting systems at three U.S. Army facilities in Germany: Tower Barracks Grafenwoehr, Rose Barracks Vilseck, and Hohenfels. Key contract requirements include possession of a valid Elektrik/Elektronik Meister (Electric/Electronic Master Craftsmen) certification from the official Chamber of Crafts, completion of specialized training in either Precision Approach Path Indicator (PAPI) or Medium Intensity Approach Light System (MALS) systems, and compliance with FAA Advisory Circular 150/5340-26C and manufacturer specifications. The Government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) methodology based on three factors: Technical qualifications, Supplier Performance Risk System ratings, and Price. The solicitation will result in a single contract award without discussions. The original proposal deadline of February 26, 2026 has been extended to March 16, 2026 at 11:00 AM Central European Time, and offerors must acknowledge receipt of all three amendments (0001, 0002, and 0003) with their proposals. Questions must be directed to Contracting Specialist Derrick Reynolds at derrick.l.reynolds2.civ@army.mil.

This solicitation carries no set-aside designation and does not identify any incumbent contractor. The contract period runs from April 1, 2026 through March 31, 2027 (base year), with two one-year option periods extending through March 31, 2029. The pricing structure includes three contract line items: CLIN 0001 for Maintenance and Inspection at a firm fixed price of $44,286.79 per year, CLIN 0002 for Repair Work at not-to-exceed labor rates (160 hours annually), and CLIN 0003 for Spare Parts and Material at firm fixed prices, with pricing submitted in U.S. Dollars or Euros on a fully loaded, FOB Destination to Germany basis. Monthly preventive maintenance includes 12 monthly services, 6 bi-monthly services, 4 quarterly services, 2 semi-annual services, and 1 annual service per contract year across the three military installations. The contractor must maintain adequate staffing to perform work Monday through Friday from 0730-1600 hours (excluding U.S. federal and German host nation holidays) and respond to emergency repair requests verbally within two hours and in writing within two business days.
