About this opportunity
The Defense Commissary Agency (DeCA) is conducting market research to identify potential service providers for preventive maintenance and unscheduled repairs of miscellaneous food processing equipment at multiple military installations in Groups 22, 26, and 49, including locations in Wyoming, Kansas, and Illinois. The solicitation seeks contractors capable of performing non-personal services for maintaining equipment such as meat saws, mixers, grinders, rotary ovens, and proofers across various commissary sites. Key contract requirements include quarterly preventive maintenance inspections, 16-working-hour response times for service calls, and 7-working-day repair completion timelines. The market research aims to determine whether qualified small businesses can fulfill the contract requirements, with the potential for a small business set-aside if two or more qualified small businesses respond. Interested firms must submit an email response by May 28, 2025, at 3:30 pm EST, with the North American Industry Classification System (NAICS) code 811310 and a business size standard of $12,500,000.
There is currently no specific set-aside designation for this contract, though the agency is open to a small business set-aside contingent on qualified responses. The Performance Work Statement (PWS) specifies detailed requirements including the use of Original Equipment Manufacturer (OEM) compliant parts, provision of detailed service tickets, and compliance with safety regulations. Services will be performed Monday through Friday, 8:00 a.m. to 5:00 p.m. local time, excluding federal holidays, with contractors required to wear distinctive clothing and use proper identification. The equipment list includes machines from manufacturers like Hobart, Baxter, Bizerba, Biro, and Hollymatic, with manufacturing years ranging from 2013 to 2024. Contractors must provide 30-day warranties on replacement parts and labor, and adhere to specific environmental and safety compliance guidelines across the specified military commissary locations.
