About this opportunity

The Defense Commissary Agency (DeCA) is conducting market research for preventive maintenance and unscheduled repairs of miscellaneous food processing (MFP) equipment at four commissary locations in Washington State: Fort Lewis, McChord Field, Smokey Point, and Whidbey Island NAS. The contract will be awarded on a firm-fixed price basis with Contract Line Item Numbers (CLINs) for quarterly preventive maintenance and monthly unscheduled equipment repairs. The Performance Work Statement (PWS) requires the contractor to provide labor, supervision, equipment, tools, materials, and parts for maintaining various food service equipment including meat saws, mixer/grinder systems, rotary ovens, and meat slicers. Contractors must respond to unscheduled repair calls within 16 working hours and complete repairs within 7 working days, providing 30-day warranties on parts and labor. Interested vendors are instructed to submit questions and confirm interest by emailing Kyle Aleshire at Kyle.Aleshire@deca.mil by March 3, 2025.

The pre-solicitation notice does not indicate a specific set-aside for small businesses or disadvantaged vendors. The contract will cover an extensive list of equipment across four commissary locations, with a detailed quarterly preventive maintenance checklist for each piece of machinery. Work is to be performed during standard business hours (Monday through Friday, 8:00 AM to 5:00 PM local time), excluding federal holidays. The maintenance requirements include comprehensive checks of electrical systems, mechanical components, and safety features for each type of equipment, with mandatory documentation and signed service tickets. While specific award value is not disclosed, the scope suggests a comprehensive maintenance contract covering multiple food processing equipment types, with potential for significant ongoing service requirements. Contractors will need to demonstrate capability to service various commercial food preparation equipment and comply with original equipment manufacturer (OEM) standards and safety protocols.
