About this opportunity
The Department of Defense, specifically the United States Air Force Materiel Command's Air Force Test Center, is seeking a comprehensive operations and maintenance services contract for the Eglin Operations and Maintenance Services II (EOMS II) program. The contract will support research, development, test and evaluation, and training missions involving military aerospace equipment and weapons across five major service areas: General Support Services, Range Support Services, Range Instrumentation, Explosive Test Facilities, and Major Ground Test Facilities. Critical contract requirements include providing operation, maintenance, and improvement of facilities, equipment, and instrumentation with support capabilities that can extend both inside and outside the continental United States. Evaluation criteria will be technically focused, with subfactors including management approach, technical sustainment, staffing plan, transition strategy, and subcontracting performance. The solicitation is expected to be released on SAM.gov on March 26, 2025, with proposals due by April 16, 2025, and a contract start date in January 2026.
The pre-solicitation notice indicates no specific small business set-aside, though it does require a minimum of 20% small business participation and 2% AbilityOne participation of total contract value. The contract is structured as a cost-plus-award-fee arrangement with a 90-day transition period, followed by a two-year base period and potential additional two-year option and award term periods, potentially extending services through September 2036. While no incumbent contractor is explicitly named, the current contract appears to be with Reliance Test and Technology. The total contract value is estimated at approximately $508,624,812, with labor categories spanning over 100 positions across multiple specialized facilities. The contract will require contractors to maintain high-level security clearances, with most positions demanding Secret or Top Secret clearance, and will support complex test missions involving maritime, land, and aerial ranges with dynamic and intricate operational requirements.
