About this file
This is an Attachment L-1 Management Operations Scenario that presents a test case for offerors to demonstrate their capability to handle erratic test mission schedules while adhering to budget constraints for the Eglin Operations and Maintenance Services II (EOMS II) contract. The scenario outlines seven concurrent Maritime and Land Range Test missions occurring within a single day, including EW Training, RWR Testing, Weapon Tests, and Aircraft Tests, with varying instrumentation requirements such as Threat Systems, Telemetry, Radar, Flight Termination, and Cameras.
The attachment poses two specific questions for offerors to address: 1) How they will meet or stay within 2% under the Direct Budget Authority (DBA) expenditure goal while completing required maintenance and test operations, and 2) What management techniques they will employ to balance Regular Budget Authority (RBA) and DBA manpower and minimize overtime RBA charges, given that workers may charge DBA during normal business hours and overtime RBA for test mission support. The mission schedule spans from 0800L to 0100 the following day, with pre-mission times ranging from 3-4 hours and post-mission times of 1 hour for each mission.

Attachment L-1 Management Operations Scenario
Management Operations Scenario. The Offeror must demonstrate the capability to handle an erratic test mission schedule while adhering to budget constraints. This includes providing additional labor, equipment, and resources, while maintaining high-quality service and managing unexpected demands for short-notice and high-priority missions. The scenario consists of Maritime and Land Range Test missions. The Maritime and Land test periods run concurrently. The Offeror shall answer the associated Management and Operations Scenario Questions (Attachment L-1) in the Offeror's proposals, and the Government will evaluate the Offeror's proposal IAW Section M, paragraph M-2.2.4. Use the following mission designation and timing:

Given Eglin’s dynamic mission load:
1. Based on PWS section 4.1, provide strategy, key points, and critical techniques for how you will meet or stay no more than 2% under the Direct Budget Authority (DBA) expenditure goal, while completing required maintenance and appropriate time and resources for test operations?
2. The test mission’s fluid schedule can result in workers charging DBA during normal business hours and then charging overtime RBA to support test missions. What management techniques will the Offeror employ to balance RBA and DBA manpower and minimize overtime RBA charges?
