About this file

This is a cost model spreadsheet template for a federal contract that provides detailed labor category information and pricing tables for Range Operations & Maintenance (O&M), Mission Test Complex (MTC), and Army O&M services. The spreadsheet contains pre-populated government estimates for materials (Contractor Acquired Property), Tier 1 Directives, Travel and Overtime costs that cannot be modified by offerors, with total evaluated price of $508,624,812.

The template includes detailed labor categories and minimum hourly rates for over 100 positions across multiple facilities including GWEF, J-PRIMES, MCL, ES, and Army positions. Key requirements include maintaining a productive labor year of 1,832 hours per FTE, applying appropriate escalation rates per the Collective Bargaining Agreement, proposing an award fee percentage no lower than 5%, and submitting separate cost models for major subcontractors. The spreadsheet covers multiple contract periods with separate labor rate sheets for each year and requires offerors to input their indirect rates, fringe benefits, and G&A costs while maintaining visibility of all formulas and calculations without password protection.

Instructions

Instructions for Prime Cost Model

Offerors are permitted to customize the cost model spreadsheet to accommodate their unique accounting policies and procedures. To do so, they must input their own formulas and calculations. The provided cost model is an estimate of the typical costs encountered by the Government, but it is not exhaustive. Offerors may adjust the model as needed to ensure accuracy. However, please note that certain specific cell locations, as outlined below and in Section L, are not to be altered or modified.

The intention is to allow for minor modifications, such as adjusting formulas, adding or deleting indirect rate columns, or inserting subcontracting data. Despite these modifications, the submitted cost model should still retain a similar format and include all specified elements, ensuring compliance with the solicitation requirements. This will enable offerors to tailor the cost model to their specific needs while maintaining consistency and adherence to the solicitation's guidelines.

Offerors shall not apply any protections, passwords, or security measures to the spreadsheets, including but not limited to: protecting worksheets, hiding formulas, or locking cells. All formulas, calculations, and data shall be visible and editable, allowing for full transparency and review of the proposal.
Major subcontractors are required to provide their own model. See Attachment L-5
Summary Data Sheet
1. Enter your team name in Cell C1 of the Summary Data Sheet
2. Labor Costs for Range O&M, MTC, and Army O&M: Offerors must enter the fully burdened labor costs, including award fee, in the designated cells for each Contract Line Item Number (CLIN). Since the contract has a 2-year period of performance, offerors will need total two sheets for each CLIN, with the exception of the Extension of Services sheet. If a major subcontractor will be providing labor, offerors may add rows below the prime contractor's labor totals and label them as follows: "Range O&M Labor (Subcontractor Name)". Each major/minor subcontractor providing labor must submit their own separate cost model (as outlined in Attachment L-5), which must match the totals entered in the prime contractor's cost model.
3. The model is pre-populated with the government's estimate of materials (Contractor Acquired Property (CAP) ), Tier 1 Directives, Travel and Overtime. Proposals to reduce or otherwise impact the estimated amounts will not be considered. Inflation has been applied to the Contrator Aquired Materials at the government's estimated rates. Proposals to use any other inflation rates will not be accepted. DO NOT CHANGE THESE VALUES.
4. Offerors shall input their proposed award fee percentage in Cell C25. Offerors shall not propose below 5%. This rate shall be used for the entire duration of the contract.
5. Offerors, if consistent with their accounting procedures, shall input a Material Overhead Rate in cells D24, E24, F24, G24, H24 and I24. This rate will be applied to the applicable CAP CLINs. These rates will be utilized throughout the life of the contract subject to adjustment only by applicable audit by DCAA and / or DCMA.
6. Offerors shall input a Firm-Fixed Price amount for Transition in Cell D15. The Maximum amount for this CLIN is $100,000.00
7. Offerors shall add together the Range Tier 1 Directives and Overtime amounts and then apply the Award fee percentage. This amount shall be entered for each each CLIN.
8. Offerors shall add together the Army Tier 1 Directives and Overtime amounts and then apply the Award fee percentage. This amount shall be entered for each each CLIN.
9. Offerors shall propose a total evaluated price (TEP). All costs except for Transition shall be included in the TEP.
10. Offerors Shall propose a Grand Total Price inclusive of the Transition Cost.
Labor Rate Sheets
1. Offerors must adhere to the minimum labor rates provided for each labor category. Proposals cannot be submitted with rates below these minimums, nor below the minimum rates specified in the Collective Bargaining Agreement (CBA) or applicable wage determination. If the CBA or wage determination establishes a higher minimum rate than the one provided, offerors must not propose a rate below that higher minimum. However, offerors are permitted to adjust the provided rates upwards to ensure compliance with the minimum rates required by the CBA or wage determination.
2. Offerors shall apply labor escalation to the base hourly rates as necessary. The horly labor rates provided do not include escalation, and it is the responsibility of the offeror to calculate and apply the appropriate escalation rates. Offerors shall ensure that they comply with the specific escalation rates outlined in the current Collective Bargaining Agreement (CBA) for the applicable labor categories, and shall apply these rates accordingly to the base hourly rates.
3. Offerors shall utilize the dropdown list in Column A of each Labor Spreadsheet to categorize each position as either: (1) Subject to the Collective Bargaining Agreement (CBA), (2) Subject to the Service Contract Labor Standards, or (3) Exempt or Professional Employee. The dropdown list shall be used to make this selection for each cell in Column A, and offerors shall ensure that the correct categorization is applied to each position.
4. A productive labor year (PLY) of 1832 hours for each full time equivalent (FTE) has been used for all labor categories.
5. Offerors shall input their applicable indirect rates in accordance with their established accounting procedures. Offerors shall ensure that their indirect rates are accurately reflected in the proposal and shall add columns to the spreadsheet as necessary to accommodate their specific accounting needs. The sheet(s) shall be modified only to the extent necessary to accurately capture the offeror's indirect rates, and shall not be altered in a way that modifies the underlying structure or format.
6. Note that the period of performance for all CLINs is 2-years. However, the spreadsheet breaks out labor on a year to year basis to account for escalation in labor rates and changes in indirect rates.
7. Offerors shall apply the Award Fee Rate to each labor category
8. Offerors shall apply their indirect rates and award fee to come with a Fully Burdened Labor Rate for each labor category.
