About this opportunity

The Department of Veterans Affairs Veterans Health Administration, specifically Veterans Integrated Service Network 15 (VISN 15), is seeking qualified contractors to provide IV Room Certification and Personnel Training services. This presolicitation notice represents an amendment to Request for Quote 36C25526Q0054, issued on November 13, 2025, and includes answers to questions submitted by prospective vendors regarding pricing, service specifications, and contract terms. The services encompass competency validation, employee training, and hood certification, with specific pricing minimums established for certain service components such as new employee qualification processes involving fingertick sampling, media-fill testing, surface sampling, and didactic reviews. The solicitation will be evaluated based on the vendors' ability to meet the detailed service specifications and pricing requirements outlined in the Questions and Answers document. The offer due date has been extended to December 4, 2025, at 9:00 AM CST, with revised offers permitted if necessary by the same deadline.

This opportunity is designated as a Service-Disabled Veteran-Owned Small Business set-aside, restricting competition to qualified small businesses in this category. The previous contract was performed under number 36C25521D0019, with the new solicitation designated as 36C255-26-AP-0020. The contract will be performed at the Veterans Affairs facility located in Leavenworth, Kansas 66048. The opportunity falls under NAICS code 621511 (Medical Laboratories) and PSC code H965 (Other QC/Test/Inspect—Medical, Dental, and Veterinary Equipment and Supplies), indicating the specialized nature of the certification and training services required. While specific award values and quantities are not disclosed in the presolicitation notice, the 10-person minimum pricing structure referenced in the Questions and Answers document suggests service delivery flexibility based on organizational needs.
