About this opportunity

The Department of State, through the U.S. Embassy in Gaborone, Botswana, is soliciting proposals for group life and disability insurance coverage for locally employed staff under Request for Proposals number 19BC4026Q0004. The procurement seeks an off-the-shelf or customized insurance plan that meets minimum benefit requirements, including death benefits of 48 times monthly salary, funeral benefits, and disability benefits of 60 times monthly salary for total or partial disability. Qualified offerors must be registered in the System for Award Management (SAM) and hold valid licensing in Botswana to administer the insurance plan. The contract will be awarded to the lowest-priced, technically acceptable, responsible offeror based on initial proposals, though discussions may occur with companies in the competitive range if necessary. Critical dates include a pre-proposal conference scheduled for February 11, 2026, at 2:00 PM Botswana time, and a proposal submission deadline of February 26, 2026, at 10:00 AM.

This procurement carries no set-aside designation and applies to locally employed staff including Foreign Service Nationals, locally hired U.S. citizens, and personnel supporting Peace Corps and Official Residence Expense operations at the Gaborone embassy. The contract will run for one base year beginning September 1, 2026, with four optional one-year renewal periods extending through August 31, 2031, providing a potential five-year contract duration. No specific incumbent contractor is identified in the solicitation materials, and no budget range or award value is disclosed in the available documentation. The place of performance is the U.S. Embassy in Gaborone, Botswana, where the insurance administrator must manage claims processing, benefit administration, and ongoing plan operations for the designated employee population.
