About this opportunity

The U.S. Department of State, through the Embassy of the United States in Gaborone, Botswana, is soliciting proposals for locally employed staff life and disability insurance coverage under RFP No. 19BC4026Q0004. The solicitation seeks a contractor to provide comprehensive group life insurance services including basic life insurance, accidental death and dismemberment coverage, and partial and total disability benefits for Foreign Service Nationals, locally hired U.S. citizens, and Peace Corps employees. Offerors must be registered in the System for Award Management (SAM) and provide proof of licensing and certification in Botswana, with the ability to administer the insurance plan effectively. The award will be made to the lowest-priced, technically acceptable, responsible offeror based on initial proposals, though the government may conduct discussions with companies in the competitive range if necessary. Critical dates include a pre-proposal conference on February 11, 2026, and a proposal submission deadline of February 26, 2026.

This procurement has no set-aside designation and carries no identified incumbent contractor. Death benefits will be calculated at 48 times the monthly basic salary, with the total estimated contract value to be determined based on the estimated payroll and insurance rates per $1,000 of salary. The contract will commence on September 1, 2026, and run through August 31, 2027, with four one-year option periods available for renewal. Performance will take place in Gaborone, Botswana, where the Embassy serves as the point of contact for all contractor operations and administration. Prospective offerors are encouraged to propose off-the-shelf plans that meet the minimum benefit levels specified in the solicitation documents.
