About this opportunity

The Department of Interior Bureau of Land Management seeks removal and replacement of three iron filtration units, replacement of exhausted filter media, rehabilitation of associated treatment components, and reactivation of the drinking water system at Pompey's Pillar, Montana, with quotes due May 7, 2026 at 1:00 p.m. Mountain Time. This procurement is set-aside for Small Business Concerns under FAR Part 12 and Part 37, firm fixed-price contract.

Place of performance is 3039 Highway 312, Pompey's Pillar, MT 59064, within Yellowstone County. The work period runs May 11 through June 30, 2026. NAICS code is 238220, Plumbing, Heating, and Air Conditioning Contractors; PSC is N045.

The system serves the Pompey's Pillar Interpretive Center with average daily demand of 1,300 gallons and maximum demand of 6,000 gallons. Contractors must base proposals on complete replacement in kind of the existing iron filter system; rehabilitation of the two hydropneumatic tanks is not acceptable. All three replacement pressure iron filter tanks must be NSF/ANSI 61 certified, designed for potable water use, with epoxy-lined steel or fiberglass reinforced plastic construction and 100–150 psi pressure ratings. The two replacement hydropneumatic pressure tanks (bladder or diaphragm type preferred) must also be NSF/ANSI 61 certified with pre-charged captive air design. All liquid waste disposal must occur offsite at licensed facilities in accordance with federal, state, and local regulations at contractor expense.

Labor costs must comply with Service Wage Rate Requirements Statute per Wage Determination No. 2015-5389, Revision 28. Quoters must submit four electronic volumes: required documentation including completed SF 1449, schedule (limited to 3 pages), prior demonstrated experience showing at least one similar contract from the past five years (limited to 5 pages), and pricing with line-item costs for removing and replacing three media tanks and two hydropneumatic tanks. Award will be made to the responsible quoter whose quote is most advantageous considering schedule (equal importance with prior experience) and pricing (significantly less important than non-price factors). All contractors must register in SAM and submit invoices through the Invoice Processing Platform or request waiver. Contracting Officer is Jorge Alvarez; questions due May 7 at 10:00 a.m. Mountain Time. Amendment 0003 (effective May 7) incorporated questions and answers; offerors must acknowledge receipt by signing SF 30 sections 15A–15C.
