About this file

This is Amendment 0003 to Solicitation No. 140L3626Q0023 issued by the Bureau of Land Management (BLM) Montana State Office for the Pompey's Pillar Iron Filter, Media, and Tank Replacement project. The amendment was effective May 7, 2026, with a performance period of May 11, 2026 to June 30, 2026. Offerors must acknowledge receipt of this amendment by signing SF30 sections 15A through 15C prior to the solicitation deadline or risk rejection of their offer.

The amendment incorporates Questions and Answers from interested offerors addressing key project parameters. Contractors must base proposals on complete replacement in kind of the existing iron filter system, including filter media type, media quantity, bed depth, and gravel support layers, using industry-standard design criteria for iron and manganese removal in groundwater filtration. Both hydropneumatic tanks must be fully removed and replaced; rehabilitation is not acceptable. The system supplies the Pompey's Pillar Interpretive Center with average daily demand of 1,300 gallons and maximum demand of 6,000 gallons. The existing pump is a Goulds 33GS20 supplying 35 GPM; the well is 33 feet deep with a 4.5-foot static water level. The treatment room is approximately 20 feet by 20 feet. All liquid waste disposal must be conducted offsite at licensed facilities in accordance with federal, state, and local regulations at the contractor's expense; use of the onsite septic system is prohibited. Contractor-recommended alternatives to the baseline design may be submitted post-award but require technical justification, compatibility verification, and formal Contracting Officer approval, with no guarantee of cost or schedule adjustments.

Question 8. Existing iron filter tank details, including manufacturer, model, diameter, height, pressure rating, connection sizes, and any available photos or as-built drawings.

Answer 8. See attachment 3 and 4.

Questions and Answers

Question 4. The current filter media type, required media quantity, bed depth, gravel support layers, and whether the Government requires the same media or will accept a contractor-recommended equivalent suitable for iron and manganese removal.

Answer 4. Contractors shall base their quote on the existing system configuration and assume replacement in kind, including the current filter media type, media quantity, bed depth, and gravel support layers, to the extent information is available in the contract documents or can be reasonably inferred from site conditions.

Where specific parameters are not defined, contractors shall assume industry-standard design criteria appropriate for iron and manganese removal in groundwater filtration systems. The intent is to establish a common basis for bidding; therefore, no deviations from the specified or assumed baseline design shall be included in the initial proposal.

Contractor-recommended alternatives (e.g., equivalent or enhanced filter media) may be submitted after contract award for Government consideration. Any such recommendations must:

• Include sufficient technical justification demonstrating equal or improved performance for iron and manganese removal

• Be compatible with the existing infrastructure (e.g., vessel configuration, hydraulic loading rates, backwash requirements)

• Not introduce increased operational complexity, maintenance burden, or lifecycle cost without clear benefit

Contractors are advised that any deviation from the existing system configuration may be subject to regulatory review and approval. As such, acceptance of proposed alternatives could result in additional review time and potential delays to implementation. The Contractor shall account for this risk, and no schedule or cost adjustments will be considered unless expressly authorized through a formal contract modification.

PROJECT DESCRIPTION: Pompey’s Pillar Iron Filter, Media, and Tank Replacement Solicitation No. 140L3626Q0023

All deviations are subject to Government evaluation and approval, and no changes shall be implemented without prior written authorization from the Contracting Officer.

Question 5. Whether the two hydropneumatic tanks are required to be fully replaced, or whether rehabilitation is acceptable if inspection determines they are serviceable.

Answer 5. Both hydropneumatic tanks shall be fully removed and replaced under this contract. Rehabilitation, reuse, or continued service of the existing tanks is not acceptable, regardless of inspection results or perceived condition.

Contractors shall base their proposals on complete replacement and shall include all labor, materials, and incidental work necessary to provide fully operational and integrated tanks within the existing system.

This requirement reflects the Government’s intent to ensure long-term reliability, regulatory compliance, and consistency of system performance. Accordingly, no deviations from this requirement shall be included in the contractor’s proposal.

Post-award requests to deviate from full replacement will not be routinely considered and would require compelling justification. Any such request, if submitted, remains subject to Government evaluation and approval at the sole discretion of the Contracting Officer through a formal contract modification.

Question 6. Analytical results further confirm treatment deficiencies, with manganese concentrations measured at 0.552 mg/L at the clearwell effluent - well above the recommended level of 0.05 mg/L - and 0.074 mg/L at the entry point to the system.

Can the effluent be discharged into the septic tank drain? Or will the high concentration of manganese discharged need to be sent into a separate holding tank and trucked off the site once full?

Answer 6. Use of the onsite septic system for disposal of liquid waste generated under this contract is not permitted.

All waste materials, including liquid waste, shall be managed, transported, and disposed of in accordance with all applicable federal, state, and local laws and regulations.

Disposal shall be the sole responsibility of the Contractor.

The Contractor shall assume that offsite disposal at an appropriately licensed facility is required and shall include all associated costs in their proposal, including handling, transportation, treatment, and disposal.

Questions and Answers

Question 1. What are the dimensions of the room where the tanks and treatment systems are located?

Answer 1. Approximately 20' X 20'

PROJECT DESCRIPTION: Pompey’s Pillar Iron Filter, Media, and Tank Replacement Solicitation No. 140L3626Q0023

Question 2. What are the water demands of the system? Is the system supplying campgrounds?, housing?

Answer 2. Average demand of 1300 gallon per day with max demand of 6000 gallon per day. System supplies the Pompey's Pillar Interpretive Center.

Question 3. What are the specs on the current well and pump in place?

Answer 3. The existing pump is a Goulds 33GS20 with an Aquavara AVII Variable speed pump controller. The pump supplies 35GPM to the filtration system. The well has a total depth of 33 ft with a static water level of 4.5 ft.
