About this file
This is a Performance Work Statement (PWS) for windblown trees processing and decking services at the Pomeroy Ranger District. The contractor shall provide all labor, equipment, tools, materials, supervision, and transportation necessary to safely fell and deck designated trees within the project area in accordance with forestry safety standards and environmental regulations. The project was initiated following a severe wind event on December 16-17, 2025, with sustained winds up to 100 mph that resulted in extensive blown-down and snapped trees across the district.
The primary objectives include clearing and processing windblown debris along three mandatory road systems (FSR 40-240, FSR 4027, and FSR 40-360) and two optional systems (FSR 42-140 and FSR 46-300) as funds permit. All downed green material on road prisms and up to 300 feet off prisms in non-sensitive areas on slopes less than 35 percent shall be processed to log lengths and staged along road systems. Log specifications require all downed green logs greater than 8 inches DBH to be processed to 6 inches top DIB in lengths of either 16 feet 6 inches or 33 feet, then stacked neatly in stable decks at designated landings. Brush piles shall not exceed 20 feet by 20 feet and must be free of soil and debris. The contractor must comply with OSHA logging safety standards (29 CFR 1910.266), maintain first-aid kits and fire suppression equipment on site, and minimize environmental disturbance with erosion control measures. The award date is October 30, 2027, with work to commence within 10 calendar days of the Notice to Proceed. Deliverables include daily progress reports and a final completion report with photographic documentation. The Government will furnish maps and provide access to staging areas and landings, with daily COR inspections required to ensure compliance.
