About this opportunity
Oak Ridge National Laboratory, managed by UT-Battelle, LLC on behalf of the Department of Energy, seeks proposals for polarizing and non-polarizing neutron mirrors and wafers coated with neutron absorbers for nested mirror optics, with proposals due June 26, 2026 at 5:00 p.m. EDT (extended from June 24 per Amendment 01 issued June 22). This is a competitive procurement with one award intended; it is not set aside for small business.
Place of performance is Oak Ridge, Tennessee. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing), with a 1,000-employee size standard.
The technical specification (Attachment A, XGH-TS-20-0002-R00) requires three component categories: 275 non-depolarizing Ni/Ti supermirror units in six sizes; 100 polarizing supermirror units with Fe/Si coating (corrected from Fe/Ti per Amendment 01 Q&A) in two sizes; and 150 neutron-absorbing silicon wafers with gadolinium coating in three sizes. All substrates are silicon wafers with 2mm uncoated edge strips and one-sided coating only. The seller must conduct neutron testing to verify coating performance, submit design drawings sufficient for re-fabrication, material certifications, inspection and test reports, and an approved shipping plan. Lead time from award to delivery shall not exceed three months. All documentation must be submitted in English, preferably as PDF.
The subcontract is firm fixed price with period of performance from award through September 30, 2026. Award basis is Lowest Price Technically Acceptable (LPTA), with technical acceptability evaluated first and price as the determining factor among acceptable offers. Proposals exceeding $15,000 must include completed Representations and Certifications (Attachment D for international offerors, Attachment E for domestic offerors) and Exhibit 2 regarding limited rights data. Cost proposals must be itemized by direct labor, subcontracts, materials and equipment, other direct costs, indirect expenses, and fee or profit, in U.S. dollars. Payment terms are Net 30 for large or foreign businesses, Net 15 for domestic small businesses, via electronic funds transfer. Domestic shipments are FOB Destination-Freight Prepaid; international shipments follow DAP Incoterms. All delivery drivers must be U.S. citizens; delivery hours are Monday through Friday, 7:00 a.m. to 2:30 p.m. local time. Offerors must maintain active SAM.gov registration and acknowledge all RFP amendments in writing. The procurement officer is Bill Mitchum, mitchumwc@ornl.gov, (865) 341-2745.

Polarizing and Non-polarizing Neutron Mirrors and Wafers Coated with Neutron Absorbers for Nested Mirror Optics
(AMENDMENT 01 - Questions and Answers, including Correction to Specifications. Response Date Extended to 6/26/26).
The Department of Energy's Oak Ridge National Laboratory (ORNL) managed by UT-Battelle, LLC (the Company) is developing nested mirror optics (NMOs) to act as corrective lenses for neutron scattering instruments at both pulsed and reactor neutron sources. Nested mirror optics deliver a full optics system in a device the size of a shoebox, which means they can be easily exchanged based on the current need of an instrument. This will greatly improve the signal-to-background ratios for neutron scattering, especially for experiments involving new materials or biological samples that can only be prepared in small quantities and where samples are in constrained environments such as pressure cells or high magnetic fields. The nested mirror optics consist of several individual, neutron mirror segments mounted in a frame that holds each mirror in a specific orientation. Polarizing supermirrors will be used in same manner to reflect one neutron spin state but transmit the other spin state as well as creating focusing neutron spin filters. Silicon wafers substrates with a neutron absorbing coating are used in a frame to provide collimation of the neutron beam downstream of the NMO.
This specification establishes the requirements for Seller materials of construction, fabrication, inspection, testing, delivery, and final Company acceptance of the neutron mirrors and substrates. The neutron mirrors and substrates shall be manufactured for use at the Spallation Neutron Source (SNS) and the High Flux Isotope Reactor (HFIR) facilities at ORNL in Oak Ridge, Tennessee, USA.
