About this file
This is a technical specification document for the procurement of neutron mirrors and wafers coated with neutron absorbers for nested mirror optics applications at Oak Ridge National Laboratory (ORNL).
The specification establishes requirements for three categories of components, all fabricated by a single seller to ensure quality consistency. The first category comprises non-depolarizing supermirror Ni/Ti items consisting of silicon wafer substrates (0.2mm ±10 µm thickness) with Ni/Ti coating (m=4.0, 80% average reflectance), with 2mm uncoated edge strips, in six different sizes ranging from 15×34mm to 110×34mm, totaling 275 units. The second category includes polarizing supermirror Fe/Si items with identical substrate specifications but Fe/Ti coating (m=3.0, 89% average reflectance), in two sizes totaling 100 units. The third category comprises neutron-absorbing silicon wafers with 4µm gadolinium coating in three sizes totaling 150 units. All substrates must be coated on one side only with 2mm uncoated edge strips. The seller must conduct neutron testing to verify coating quality and performance, submit detailed design drawings sufficient for re-fabrication, material certifications for silicon substrates, inspection and test reports with specified minimum information, and a shipping plan approved by the company prior to delivery. The lead time from contract award to delivery shall not exceed three months. All documentation must be submitted electronically in English, with Adobe PDF as the preferred format. The specification was prepared by ORNL, managed by UT-Battelle LLC for the U.S. Department of Energy under contract DE-AC05-00OR22725, and was published June 1, 2026.

Specification for Procurement of Polarizing and Non-polarizing Neutron Mirrors and Wafers Coated with Neutron Absorbers for Nested Mirror Optics
2. INTRODUCTION
ORNL is developing nested mirror optics (NMOs) to act as corrective lenses for neutron scattering instruments at both pulsed and reactor neutron sources. Nested mirror optics deliver a full optics system in a device the size of a shoebox, which means they can be easily exchanged based on the current need of an instrument. This will greatly improve the signal-to-background ratios for neutron scattering, especially for experiments involving new materials or biological samples that can only be prepared in small quantities and where samples are in constrained environments such as pressure cells or high magnetic fields. The nested mirror optics consist of several individual, neutron mirror segments mounted in a frame that holds each mirror in a specific orientation. Polarizing supermirrors will be used in same manner to reflect one neutron spin state but transmit the other spin state as well as creating focusing neutron spin filters. Silicon wafers substrates with a neutron absorbing coating are used in a frame to provide collimation of the neutron beam downstream of the NMO.
3. SCOPE
Herein, the term “Seller” shall refer to the parties responsible for providing neutron mirrors and substrates within the scope defined in this specification, and “Company” shall refer to UT-Battelle, LLC, and its representatives. This specification establishes the requirements for Seller materials of construction, fabrication, inspection, testing, delivery, and final Company acceptance of the neutron mirrors and substrates. The neutron mirrors and substrates shall be manufactured for use at the Spallation Neutron Source (SNS) and the High Flux Isotope Reactor (HFIR) facilities at the Department of Energy’s Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee, USA. The Seller shall manufacture, inspect, test, package, and ship the neutron mirrors and substrates in accordance with all requirements in this specification.
Any exceptions to this specification shall be clearly noted as such in the Seller’s proposal documentation.
Where the Seller takes exceptions, the Seller shall propose alternatives
