About this opportunity

The United States Transportation Command is seeking commercial air transportation services to support Naval Air Warfare Center, Weapons Division at Point Mugu, California, under solicitation number TRANSCOM26C001. This Request for Information (RFI) targets nonscheduled charter passenger air transportation providers classified under NAICS 481211 to provide fixed-wing and rotary-wing aircraft for personnel and cargo transport, drone recovery operations, range test support, and radar range surveillance within a 200 nautical mile radius of Point Mugu. Interested contractors must possess Department of War Commercial Airlift Review Board (CARB) approval, FAR Part 135 or Part 121 certification, and a SECRET facility security clearance, with the ability to deploy aircraft within 24 hours of notification. The government is conducting market research through this RFI to understand industry capabilities and cost structures rather than to solicit competitive proposals at this time. Responses to the RFI are due by 4:00 PM CT on November 5, 2025, with contract award anticipated for August 30, 2026, following the expiration of the current contract on September 30, 2026.

No set-aside designation has been applied to this procurement; however, USTRANSCOM notes that small business set-aside opportunities are being considered for future solicitation phases. The current air transportation requirements are supported by two incumbent contractors: Aspen Helicopters, Inc., which performs passenger and cargo transportation and drone recovery operations, and Reliance Test & Technology, LLC, which handles radar range surveillance requirements. Historical data indicates approximately 275 flight hours annually for range clearance services, with an anticipated total of approximately 321 missions per year across drone recovery, range clearance, and passenger transport categories, with seasonal variations particularly during summer months for drone recovery operations. The contract structure will utilize Firm-Fixed Price hourly rates for air transportation services, with separate reimbursable cost line items for landing and parking fees, crew lodging, and fuel expenses. The contract period will span five years from October 1, 2026 through September 30, 2031, with respondents required to provide detailed aircraft specifications, hour estimates, unit pricing, and fuel burn calculations as part of their RFI responses.
