About this file
This document is a Request for Information (RFI) for Point Mugu Range Air Transportation Services (PMRATS) issued by USTRANSCOM. The RFI seeks information about an air transportation contract involving fixed-wing and potentially helicopter aircraft for range and surveillance missions. Key details include:
Aircraft requirements involve payload capacity compliance with FAA Part 135 regulations, no specific basing requirements, and flexible cargo capabilities. Anticipated mission requirements include approximately 275 hours per year for radar range surveillance, with cargo loads ranging from 50 to 1,000 pounds. The contract will use a Firm-Fixed Price (FFP) hourly rate structure, with potential for up to three aircraft needed simultaneously for different mission types such as marine mammal tracking, range clearance, and communications relay. Contractors must be able to deploy aircraft within 24 hours and provide flexible operational capabilities to meet varying mission needs.

Q # RFI or Atch Reference Question Answer
Atch 2 - Draft PWS para
1.3.1.1.1., 1.3.1.1.3., 1.3.1.2.2., & 1.3.1.2.3.
The required payload of the aircraft state minimum weight capacity associated range, with reference to “up to capacity of the aircraft.” Is this capacity in reference to aircraft capacity OR limitations imposed by FAA Part 135 regulations?
The payload capacity refers to the aircraft's operational capacity, which must comply with FAA Part 135 regulations. Contractors should ensure their proposed aircraft meet both the payload and range requirements specified in the PWS.
10 Atch 2 - Draft PWS There is no basing requirement stated. Is there a basing requirement for all aircraft?
There is no specific basing requirement stated in the PWS. However, contractor must ensure aircraft availability to meet mission requirements, including deployment within 24 hours as specified in the PWS. Additional see RFI Question &Answer #6.
Atch 3 - CLIN
Structure and ROM Template
Sample CLIN structure indicates that pricing is based on aircraft type / mission and is FFP on a by hour basis. With a potential to deploy within 24 hours, a contractor must have aircrews on standby, so the operator is incurring costs at all times. Would USTRANSCOM consider breaking pricing into a monthly operational CLIN with additional hourly/cost reimbursable CLINs?
RFI Attachment 3 - CLIN Structure and ROM Template, Sample CLIN Structure tab is provided for informational purposes only. Under this proposed CLIN structure, all other associated costs, excluding Other Reimbursable Expenses and Fuel Reimbursable Expenses, should be built into the Firm-Fixed Price per flight/blade hour rate based on each aircraft type. For CLIN Structure feedback, see RFI Attachment 2 - Question 18.
Historically there has not been a Monthly Operational CLIN for this service. The Government is open to feedback on PWS para 1.3.2.
Scheduling and communication with contractor to avoid contractor incurring costs at all times for crews due to PWS 1.3.2.2 Flights will normally be scheduled at least 24 hours in advance requirement.
Atch 3 - CLIN
Structure and ROM Template
Is contractor expected to have enough capability to execute all missions at one time. Is it the customers intent for the contractor to have 7 aircraft available at any one time?
No. There is not a requirement to have seven aircraft available at any given time. That said, all operations are unique in nature having differing requirements. It is not uncommon for some operations to have up to three aircraft requirement at times for differing needs (i.e.: marine mammal, range clearance, SNTC relay, etc.).
Atch 1 - Draft PWS para 1.3, Table 1 Radar Requirements
Does the end customer require a radar that has a 360 degree scan? No.
Atch 1 - Draft PWS para 1.3.1.1.3
Is a bulkhead between crew and cargo required to separate the cargo? A bulkhead is not required to separate cargo as long as cargo can be secured adequately for g-loading/effects in flight and landing.
Atch 1 - Draft PWS para 1.3.1.1.3 How bulky and large is the cargo the FW aircraft is required to be able to carry?
Typically, cargo is not the primary tasking and is usually an emergent need to support. Cargo size can vary dependent on the need, but would be limited by the providers aircraft size or limitations.
Atch 1 - Draft PWS para 1.3.1.1.3 How much cargo weight will be required on one flight? Historical data indicates anywhere from 50 lbs to 1000 lbs dependent on mission type and crew onboard.
Atch 1 - Draft PWS para 1.3.1.1.4 How many flight hours per year are anticipated for Radar Range Surveillance requirement?
Radar Range Surveillance requirement is ~275 hours per year.

What make/model of helicopter currently is currently being used for this contract?
Make/model of helicopter solution currently performing will not be provided. The Government is interested in the interested parties unique approach and solution.
