About this file
This is a CLIN (Contract Line Item Number) Structure and Rough Order of Magnitude (ROM) Template for a Point Mugu Range Air Transportation Services (PMRATS) contract issued by the Department of Defense United States Transportation Command. The document outlines a five-year contract period from October 1, 2026 to September 30, 2031, with detailed specifications for air transportation services including fixed-wing and rotary-wing aircraft capabilities for passenger and cargo transport, drone recovery, and range test support.
The CLIN structure includes three primary line items: (1) Air Transportation and Drone Recovery (Firm Fixed Price), which specifies requirements for various aircraft types with specific payload, passenger, and operational capabilities; (2) Other Reimbursable Expenses covering landing/parking fees and crew lodging; and (3) Fuel Reimbursable Expenses. The template requires potential contractors to provide detailed hour estimates, unit pricing, fuel burn rate calculations, and additional supporting data for different aircraft configurations, with specific requirements such as UHF radio capabilities, radar range surveillance, and drone recovery operations that may require SECRET clearance.
