About this file
This document is a Request for Information (RFI) for Point Mugu Range Air Transportation Services (PMRATS) issued by US Transportation Command (USTRANSCOM). The RFI contains questions and answers related to aircraft transportation services, focusing on fixed-wing and rotary-wing aircraft requirements. Key details include estimated 1-2 sorties per mission covering up to an 8-hour range, with no specific minimum annual operational hours guaranteed. The government is seeking contractor solutions for air transportation services that can meet diverse mission requirements, including cargo transport with flexible aircraft configurations. Specific requirements include separate cargo areas for fixed-wing platforms, radar capabilities, and UHF radio provisions (which will not be government-furnished). Historical data indicates approximately 275 hours per year for range clearance services, and contractors are encouraged to review provided historical data to develop realistic budget estimates.

Q # RFI or Atch Reference Question Answer
20 PWS Para 1.3.1 Does the government have an estimate on the number of hours/sorties to be flown for each task?
The government estimates 1 to 2 sorties per mission, depending on the specific task requirements. Each mission may cover up to an 8-hour range coverage period, as outlined in the PWS.
Atch 1 - Draft PWS para
1.3.1.1.1., 1.3.1.1.3., 1.3.1.2.2., & 1.3.1.2.3.
The Draft PWS lists lift / cargo requirements for both fixed wing (FW) and rotary wing (RW). Having several differing types of platforms will drive costs due to differing training, manning, and maintenance requirements. Is it USTRANSCOM's intent that the contractor will offer four differing types of aircraft or can the contractor offer one FW and one RW that can meet all requirements?
The government is seeking the contractor's unique solution to meet the requirements outlined in the PWS. While it is not mandatory to offer four different types of aircraft, contractors must ensure their proposed platforms can effectively fulfill all mission requirements, including payload, range, and operational capabilities for both FW and RW missions. Given the diverse nature of the missions, it may be challenging to meet all requirements with only two aircraft type.
Atch 2 - Draft PWS para 1.3.1.1.3.
The requirement for the FW platform is to have a separate cargo area suitable for large, bulky cargo. In order to determine suitable aircraft that can meet the exact requirement, can USTRANSCOM provide more size / weight fidelity on this general requirement?
What types of cargo does USTRANSCOM anticipate?
Does USTRANSCOM have a minimum cargo door size compatible to meet cargo loading/unloading?
Sonya recommends: See response to RFI Question and Answers #14, #15, #16, and #18 posted on SAM.gov on 29 OCT 25. There is no minimum cargo door size requirement specified.
Atch 3 - CLIN
Structure and ROM Template
Are there annual minimum guarantees for operational hours based on each category?
Is there an estimated op tempo based on historical usage? Without minimum guarantees providing a ROM for budget purposes will be impossible.
There are no annual minimum guarantees for operational hours. However, historical data has been provided to assist with estimating operational tempo. RFI TRANSCOM26C001, Attachment 4 - Historical Data was posted to SAM.gov on 23 OCT 25. Additionally, historical data for Range Clearance Services indicates ~275 hours per year. Interested parties are encouraged to review the provided data and PWS to develop a realistic ROM for budget purposes.
Atch 1 - Draft PWS para 1.3.1.1.3
How many flight hours per year will be expected for this FW cargo aircraft?
See response to RFI Question and Answers #15 posted on SAM.gov on 29 OCT 25. The number of flight hours per year for the FW cargo aircraft is not defined and will be determined on an as-needed basis, depending on mission requirements and operational needs.
Atch 1 - Draft PWS para 1.3.1.1.3
Is the Ultra High Frequency (UHF) radio government furnished? No, the government will not provide UHF radios for fixed wing or rotary wing aircraft.
Atch 1 - Draft PWS para 1.3.1.1.4
Is there any Radar band that would be unacceptable to use for this requirement?
No, the government does not specify a required radar or identify any radar band as unacceptable for this requirement. Contractors ensure the radar system meets the performance specifications outlined in the PWS.
