About this file
This document is a Request for Information (RFI) for a commercial air transportation and range surveillance contract, solicited by TRANSCOM (Transportation Command). The RFI seeks detailed market research from potential air carriers about their capabilities to perform passenger and cargo airlift services, with specific focus on Department of War (DoW) Commercial Airlift Review Board (CARB) approval, FAR 135/121 certifications, aircraft ownership/leasing, range clearance capabilities, and technical requirements.
Key requirements include possessing a SECRET facility clearance, ability to deploy aircraft to Point Mugu, CA within 24 hours, owning or leasing appropriate aircraft, and meeting complex performance work statement (PWS) specifications for air transportation and radar range surveillance. The RFI extensively probes potential contractors' technical capabilities, aircraft specifications, commercial pricing structures, potential partnership arrangements, and industry challenges, indicating a comprehensive market research effort to understand industry readiness for a sophisticated air transportation and surveillance contract.
