About this file

This document is a Request for Information (RFI) for Point Mugu Range Air Transportation Services (PMRATS) under solicitation TRANSCOM26C001, containing questions and answers related to a potential federal contract. The contract is expected to be a single-award contract for air transportation services, specifically Range Surveillance and Clearing (RS&C), with a current contract set to expire on 30 September 2026. Key details include aircraft operational requirements such as not being based at NAS Point Mugu, but needing to accommodate range clearance performance objectives, and compliance with CARB (Commercial Aviation Registration Board) approval requirements. The RFI addresses technical specifics like radar band preferences, flight hour pricing structure, and clarifies that all associated costs should be built into the firm-fixed price per flight/blade hour rate for each aircraft type.

See response to RFI Question and Answer #1, posted on SAM.gov on 23 OCT 25.

Aircraft cannot be based on NAS Pt Mugu. Aircraft must be able to accommodate range clearance performance objectives as outlined in the PWS.

Atch 3 - CLIN

Structure and ROM Template

Attachment 3 CLIN Structure ROM template only requests flight hour pricing. Will the contractor be allowed to recover fixed costs through a monthly fee billed to cover those expenses?

RFI Attachment 3 - CLIN Structure and ROM Template, Sample CLIN Structure tab is provided for informational purposes only. Under this proposed CLIN structure, all other associated costs, excluding Other Reimbursable Expenses and Fuel Reimbursable Expenses, should be built into the Firm-Fixed Price per flight/blade hour rate based on each aircraft type. For CLIN Structure feedback, see RFI Attachment 2 - Question 18.

Atch 2 - RFI, Question 1

Atch 1 - Draft PWS para

1.3.1.1.4.

Attachment 2 item #1 infers that there is a CARB requirement for the air carriers.

Since Range Surveillance and Clearing (RS&C) is not a passenger carrying requirement, will USTRANSCOM waive CARB requirement for any subcontracted teammate specifically used for the RS&C portion of the contract?

All contractors and subcontractors must comply with CARB approval requirements as outlined in the Performance Work Statement (PWS). See Note in PWS para 1.3.1.1.4 waiving CARB requirement for contractor/subcontractor for only the Radar Range Surveillance portion of the requirements.
