About this opportunity

The Department of the Air Force Global Strike Command seeks removal and disposal of 20 hazardous cottonwood trees at Francis E. Warren Air Force Base, Wyoming, with quotations due September 17, 2026 at 11:00 a.m. Mountain Time. This is a 100% small business set-aside, foreclosing competition outside that category.

Place of performance is Francis E. Warren AFB, WY. The procurement requires removal of six large trees (75'–125' height, 36"–48" diameter), twelve medium trees (15'–75' height, 12"–35" diameter), and two small trees (1'–15' height, less than 12" diameter). All waste materials must be collected and disposed of off-base within 24 hours of felling. Performance period is 60 calendar days from Notice to Proceed, with anticipated start in the first week of October. The contractor's crew must include at least one ISA Certified Arborist to supervise high-risk felling operations. Trees are located near overhead and underground utilities and historic structures; the contractor bears full liability for damages covered by the contractor's insurance. Site restoration is conditionally required only if improved grounds or irrigation systems are damaged. All materials must comply with the Trade Agreement Act and be 889-compliant; products cannot be sourced from China. Contractors must provide traffic control and personnel for any lane closures along Randall Avenue with 14 calendar days' notice. Base access badging requires minimum three business days' lead time and is subject to Security Forces background checks. NAICS code is 561730, Landscaping Services; PSC is S208, Housekeeping–Landscaping/Groundskeeping. The contract will be Firm Fixed Price awarded to the lowest priced, technically acceptable offeror, with price and technical acceptability weighted equally. Quotations must remain valid for 30 calendar days and include unit and extended pricing for each line item plus a one-page capability narrative. This is a brand-new requirement with no incumbent contractor. Offerors must be registered in SAM.gov with active small business certifications and no active exclusions. Amendment 02, effective September 15, corrected the Period of Performance to 60 calendar days and quote validity to 30 calendar days; Attachment 5 Questions and Answers has been updated with correct PoP information.
