About this file

This is a Questions and Answers document for federal contract solicitation FA461326R0008 regarding tree removal and disposal services. The document addresses 17 questions submitted by interested offerors regarding the scope of work, site conditions, performance requirements, and administrative procedures.

The contract requires the removal and disposal of 20 cottonwood trees off-base at the contractor's chosen economical method. Trees are located on or near overhead/underground utilities and historic structures, placing full responsibility on the contractor for safe cutting, debris disposal, and protection of surrounding areas, with any damages to historic facilities covered by the contractor's liability insurance. The performance period is 45 calendar days from award receipt, with anticipated start date in the first week of October. Base access badging requires a minimum three-business-day lead time, with personnel subject to Security Forces background checks; badging is not required for quote acceptability. The contractor must furnish all traffic control devices and personnel for any lane closures along Randall Avenue, with 14-calendar-day notification required for road closures. No site visit is mandatory for quote submission; cost determination is based on tree height and size as specified in the Performance Work Statement. The anticipated labor classification is Laborer, Grounds Maintenance under Service Contract Act Wage Determination 2015-5405, though the contract does not mandate competitive pay rates. No confined spaces are involved in the work. This is a brand-new requirement with no incumbent contractor.
