About this file
This is a Performance Work Statement (PWS) for hazardous tree removal services at F.E. Warren Air Force Base in Wyoming, effective September 9, 2026. The Contractor must safely fell, remove, and dispose of 20 identified hazardous trees suffering from internal rot, preventing potential windfall risks to base population, facilities, and operations. The tree inventory consists of six large trees (75'-125' height, 36"-48" diameter), twelve medium trees (15'-75' height, 12"-35" diameter), and two small trees (1'-15' height, less than 12" diameter). All waste materials, including logs, limbs, brush, and wood chips, must be collected and disposed of off-base in accordance with State and Federal Department of Agriculture guidelines within 24 hours of felling to prevent pest or fungal pathogen vectoring. The performance period is 60 calendar days from Notice to Proceed, with normal working hours from 7:30 a.m. to 4:30 p.m., excluding weekends and Federal holidays.
Site restoration is conditionally required only if improved grounds or irrigation systems are damaged during felling or removal operations; otherwise, no stump grinding or routine restoration is required. If restoration is triggered, the Contractor must restore disturbed turf and ground surfaces to match existing grades, repair any damaged Netafim irrigation infrastructure, and install high-quality, region-appropriate grass seed approved by the 90th Civil Engineer Squadron Environmental Flight with temporary erosion control blankets. The Contractor must exercise extreme precaution to protect specialized irrigation systems and use appropriate ground protection measures such as 3/4-inch plywood, professional-grade Ground Protection Mats, or Heavy Protection Diamond Tread HDPE sheets when deploying heavy equipment. All materials must comply with the Trade Agreement Act and manufacturers must be 889-compliant; products cannot be sourced from China. The Contractor's crew must include at least one ISA (International Society of Arboriculture) Certified Arborist to supervise high-risk felling operations. Key deliverables include a draft Project Plan and Safety Plan at the Post-Award Conference (within 10 days of award), a final Project Plan within five business days thereafter, waste disposal receipts within five business days after debris hauling, and a Workmanship Warranty Certification prior to final Government acceptance. The Government will provide utility mapping and marking services; the Contractor must coordinate with 90 CES Services Contracts prior to operations and provide at least two weeks' notice if traffic disruptions will occur.

1. Description of Services The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to safely fell, remove, and dispose of the 20 identified hazardous trees. The project also includes debris removal in accordance with all applicable federal, state, and local laws, regulations, and this Performance Work Statement (PWS). There will be no need for stump grinding. Site restoration (including seeding and erosion control) shall only be required if F.E. Warren Air Force Base improved grounds and irrigation systems on the improved grounds are damaged or destroyed by a falling tree and tree removal operations that include equipment.
1.1. Project Background
This PWS outlines requirements necessary to support tree removal to provide immediate hazard mitigation and risk reduction as a safety enhancement for F.E.
Warren Air Force Base (FEW AFB), Wyoming. The installation currently has twenty
(20) large trees that are hazardous due to internal rot and present a potential windfall risk to the base population, facilities, and daily operations.
1.1.1. The person(s) or entity performing the CFCI work outlined in this PWS is referred to as "Contractor" hereafter.
1.1.2. The 90th Civil Engineer Squadron (90 CES) is the responsible "end-user." The
Operations Section is the office of primary responsibility (OPR) and is identified as the "Customer." They will also serve as the project facilitator for the customer’s needs/intent between the Government, Project Manager(s), and/or
Contractor(s).
1.2. Basic Services
The Contractor shall coordinate with the Government before purchasing any components/materials necessary for hazard mitigation or potential conditional site restoration.
1.2.1. In the event site restoration is required due to accidental damage, the
Contractor shall install all materials (including clean topsoil, grass seed, and erosion control materials) in strict accordance with the manufacturer’s printed instructions and details.
1.2.2. The Contractor shall propose a schedule of work within ten (10) days of notice of award to the Government Project Manager. The Government Project
Manager will review the proposed schedule of work and will coordinate with the
Contractor if the proposed schedule is not feasible. The approved schedule of work will be determined within 20 days of contract award.
1.2.3. Dispose of all waste generated by this work according to all applicable regulations.
1.2.4. The term “provide” means provide or furnish and install.
1.2.5. The term “replace” means remove existing material or items and furnish and install a similar new material as required to match existing adjacent material or items.
1.2.6. Products cannot be sourced from China. Contractors should verify place of origin of all equipment/components prior to installation. Equipment must comply with the Trade Agreement Act (TAA) and equipment manufacturers must be 889 compliant.
1.2.7.
