About this opportunity

The Department of the Air Force Air Mobility Command, through the 60th Contracting Squadron at Travis Air Force Base, is soliciting proposals for the repair of the sanitary sewer system under Building 650, a retail shopping facility that has experienced sewer backups and flow interruptions. The contractor must provide all supplies, materials, tools, equipment, and qualified labor to perform video inspection, repair approximately 840 linear feet of sewer piping (696 linear feet of 4-inch pipe and 144 linear feet of 2-inch pipe) plus approximately 50 wye/tee fittings using trenchless methods such as cured-in-place pipe lining, conduct post-repair CCTV inspection, verify flow, and repair any damaged interior or exterior finishes. Award will be based primarily on past performance (weighted more heavily) and price, with the government evaluating contractors using a Past Performance Questionnaire that assesses quality of service, responsiveness to problems, ability to recruit and retain qualified personnel, timely corrective action, management effectiveness, government cooperation, personnel credentialing, and overall performance. Critical deadlines include the written question submission deadline of March 26, 2026 at 12:00 PM PDT, with answers to be posted on SAM.gov, and the sealed proposal due date of April 6, 2026 at 3:00 PM PDT. A mandatory pre-proposal site visit was held on March 5, 2026, at 10:00 AM PDT at Building 650, limited to two representatives per organization.

This is a Firm-Fixed Price, Total Small Business Set-Aside acquisition with a project magnitude between $250,000 and $500,000. No incumbent contractor is identified in the solicitation documents. The contractor must commence performance within 10 calendar days of award and complete all work within 180 calendar days, with work primarily limited to after-hours (1700-0500) to maintain facility operations. Performance and payment bonds are required within 10 days of award; however, the government will accept Irrevocable Letters of Credit (ILOC) issued by federally insured financial institutions in lieu of traditional surety bonds. The work is located at Building 650, Travis Air Force Base, Fairfield, California 94535, and must comply with California State Marshal regulations, California Building Code, International Building Code standards, and prevailing wage requirements under the Davis-Bacon Act (Wage Determination WD-CA20260007 for Solano County, California).
