About this file
This is a Questions and Answers (Q&A) document for federal contract solicitation FA442726R0005 issued by the Department of the Air Force 60th Contracting Squadron (AMC) on March 27, 2026, concerning wastewater repair services at Travis Air Force Base (PKA Wastewater Repair B650).
The solicitation requires contractors to perform epoxy pipe lining on approximately green-highlighted sewer piping at the facility. Key scope requirements include: conducting CCTV video inspection of existing cast iron sewer pipes (diameter and locations as indicated on provided drawings), installing epoxy lining on all sewer piping as conditions permit, adding approximately 10 cleanouts to enable installation, and restoring floor finishes as closely as possible to existing conditions. Work is intended to occur during normal business hours in occupied spaces, with sewer flow shutdowns to be provided by the base. Contractors bear responsibility for all work execution methods, means, phasing by building area, and use of cleanouts and manholes as access points. CCTV deliverables must be in standard wmv, mpg, or avi format, cross-referenced to plumbing diagrams with audio narration preferred. Bypass pumping during liner installation is contractor-determined. The contractor is fully responsible for all work associated with the Statement of Work. Regarding bonding requirements, the government will accept Irrevocable Letters of Credit (ILOC) issued by federally insured financial institutions in lieu of traditional surety bonds per FAR 28.204-1. No hazardous materials are anticipated, though contractors must notify the contracting officer if any are encountered during work.

Solicitation – FA442726R0005 – PKA Wastewater Repair B650 - RFIs
Questions
1. Is bypass pumping required during liner installation?
As determined by the contractor.
2. Will work occur inside occupied spaces?
Yes.
3. Is the work to be done during normal business hour / are there restricted working hours?
The intent is to work during normal business hours. Base will make efforts to support your work. If contractor feels conditions (e.g. odors) will dictate after-hours work then bid accordingly.
4. What is the existing pipe diameter and material?
Pipe size as indicated on drawing with sewer piping highlighted in green although cannot be guaranteed. Material expected to be cast iron.
5. Are cleanouts or manholes included?
Cleanouts and manholes are access points for the camera inspection and pipe lining. Contractor is to use them to accomplish the SOW objectives.
6. Are floor finishes required to match existing?
As best as possible.
7. Is phasing required by building area?
Means and methods to be determined by contractor.
8. Is contractor responsible for CCTV deliverable format?
Videos should be in standard wmv, mpg, or avi format. Videos should be cross-referenced with the plumbing diagram (i.e. the drawing with the green-highlighted sewer lines) or other means to clearly indicate where each video takes place. Audio narration always a plus.
9. Will base provide shutdown windows?
Shutdown of what? Businesses – no. Sewer flow – yes.
10. Are hazardous materials anticipated?
No, but if encountered inform the contracting officer.
11. I have a question regarding the scope of work being bid that I was hoping you could answer. There needs to be approximately 10 cleanouts added in order to install the epoxy lining.
1. Will you be utilizing local contractors to install the cleanouts?
2. Do you have a list of preferred contractors for the putback repairs?
3. Will this be handled by others in the contract?
The contractor is responsible for all work associated with the statement of work.
The means and methods of executing that work are determined by the contractor.
12. May we have a copy of the drawings (Green Lines) Travis AFB used to develop the
SOW? Please confirm that the entire Green Line on the Draws from the bid walk is to receive the pipe lining.
Drawings are included as an amendment to the solicitation that went out the week of
23Mar. The intention is to line all sewer piping highlighted in green as conditions permit. The video inspection and contractor analysis of that inspection will largely determine what repair methods are appropriate.
13. Regarding the Performance and Payment Bond requirement for Solicitation
FA442726R0005, would the Government accept an Irrevocable Letter of Credit
(ILOC) issued by a U.S. federally insured financial institution in lieu of traditional surety bonds, in accordance with FAR 28.204-1?
In accordance with FAR 28.204, an ILOC would be an acceptable security in lieu of corporate or individual surety for the bond.
