About this opportunity
The Department of the Air Force Air Mobility Command, through the 60th Contracting Squadron at Travis Air Force Base in California, is seeking a qualified contractor to provide trenchless sewage line repair and investigation services for Building 650. The scope of work requires the contractor to conduct video boroscope inspections to assess the existing pipe material, condition, size, and length; perform trenchless repairs using methods such as cured-in-place pipe lining; execute post-repair CCTV video inspections to verify repair quality; and restore any damaged exterior or interior finishes including concrete, asphalt, drywall, paint, and flooring. The contractor must provide all necessary supplies, materials, tools, equipment, and qualified labor while assuming responsibility for all disposal costs. The government anticipates awarding a firm-fixed price contract based on responses to a Request for Proposal (RFP) that will be posted on SAM.gov. The pre-solicitation notice was posted on December 18, 2025, with the RFP anticipated for release on or after January 2, 2026, and a proposal submission deadline of January 5, 2026; interested companies should email point of contact SrA Akeim Griffiths to express interest and provide statements regarding their company's capabilities and relevant past performance.
This procurement is designated as a Total Small Business set-aside, limiting competition to small business entities. The estimated project value ranges from $250,000 to $500,000, representing a moderate-sized federal construction contract. No incumbent contractor or current service provider is identified in the pre-solicitation materials. The work must be completed using trenchless methodology to minimize excavation and site disruption at the active military installation. All repaired piping must be free of debris with verified flow prior to being placed back into service. The project falls under NAICS code 237110 (Water and Sewer Line and Related Structures Construction) and PSC code J045 (Maintenance/Repair/Rebuild of Equipment—Plumbing, Heating, and Waste Disposal Equipment), indicating the specialized nature of the required services.
