About this file
This is a Statement of Work (SOW) for repair of the sanitary sewer system at Building 650, Travis Air Force Base, California, dated 25 July 2025 (Base Project Number: XDAT 24-1008).
The contractor shall provide all supplies, materials, tools, equipment, and qualified labor to repair defective sanitary sewer piping under Building 650, a retail shopping facility that has experienced sewer backups and flow interruptions. Work scope includes performing video (boroscope) inspection to verify existing pipe material, condition, size, and length; clearing all blockages; and repairing approximately 696 linear feet of 4-inch pipe and 144 linear feet of 2-inch pipe (approximately 840 linear feet total) plus approximately 50 wye/tee fittings using trenchless methods such as cured-in-place pipe lining. Piping serving the kitchen must be rated for 200°F water. If trenchless repair proves infeasible for any section, open trench construction may be negotiated through contract modification. Post-repair CCTV inspection is required, with videos provided to the Contracting Officer. The contractor must also deliver as-built documents in CAD/DWG and PDF formats showing new effective pipe sizes and drainage capacities. The facility must remain operational; disruptive activities are limited to after-hours (1700–0500). The contractor is responsible for maintaining safe jobsites, cleaning daily, protecting existing utilities and survey monuments, obtaining dig permits, providing traffic control plans, repairing any damaged finishes, disposing of excess soil, and providing a 12-month service warranty with 24-month telephone consultation. Work must comply with California State Marshal regulations, California Building Code (Titles 8 and 19–24), and applicable industry standards including the International Building Code, UFC standards, and NFPA codes.

STATEMENT OF WORK
Repair Wastewater Pipes, B650
TRAVIS AFB CALIFORNIA
Base Project Number: XDAT 24-1008
DATE: 25 July 2025
1.0 DESCRIPTION OF WORK: The contractor is to provide all supplies, materials, tools, equipment, and qualified labor necessary to repair sanitary sewer system as described herein.
1.1 BACKGROUND: Building 650 is a retail shopping facility. Sanitary sewer piping defects under bldg. 650’s footprint has caused unanticipated interruptions of flow and sanitary sewer backups/overflows.
1.2 Project Description:
a. See Tabs 2, 3 and 4 for floor plans and plumbing drawings. Perform a video (i.e boroscope) inspection to field verify the existing pipe material/condition, size/length of pipe and fittings.
The scope of inspection and repairs includes the sewer piping highlighted in green in Tab 3 and should extend approximately 5 ft beyond the building’s footprint. Note: a 2018 pharmacy renovation project included new sewer piping under the pharmacy footprint and is not part of this work scope.
b. Clear all blockages/obstructions in sanitary sewer piping.
c. Repair all sanitary sewer piping identified in Tab 3 using trenchless method (e.g. cured in place pipe lining). An estimated 696LF of 4-in pipe and 144LF of 2-in pipe (approx. 840LF total) need to be repaired. Approximately 50 wye/tee fittings also require repair. The repair method for sewer piping serving the kitchen will need to be rated for high temperature (i.e.
200F) water. Piping repairs for kitchen/food prep areas will need to be rated for high temperature.
d. If video inspection deems trenchless repair not feasible for section(s) of piping and open trench construction for point or line repair(s) is necessary, a contract modification may be negotiated.
e. Perform post-repair video inspection (CCTV) of all repaired piping. Provide videos to Contracting Officer (CO). Repaired piping will be free of debris and flow verified prior to placing in service.
f. Draft and provide as-built documents in both CAD/DWG and PDF formats showing the new effective pipe sizes and drainage capacities after repairs.
g. The facility must remain open for normal operation. Any activities that may disturb occupants shall be performed after hours (1700-0500).
h. Each job site shall be maintained in a safe and professional manner. All trash shall be cleaned up at the end of the day. Spoils and equipment shall be neatly stored at the end of the work day. Work with the CE Project Manager and/or Project Inspector for location of equipment staging at each work site.
i. The contractor shall repair/replace any exterior or interior finishes (e.g. concrete, asphalt, drywall, paint, flooring, etc.) damaged during its work. The contractor is responsible for all disposal costs.
j. Open trench work (i.e exterior excavation) includes locating existing utilities, obtaining dig permit(s), saw cutting asphalt and concrete, excavating, installing and connecting piping/fittings, valves, thrust blocks, bedding/backfilling, compacting soil, soil disposal, and patching (replacing) asphalt and concrete.
k. A construction schedule is required before work may begin. The schedule shall be approved by the contracting officer (CO) prior to construction and demonstrate efforts to minimize disruptions to facility operations.
l. Hazardous materials: If asbestos cement pipes (ACP) are encountered, stop work that will disturb the asbestos line and notify the CO for direction.
2.0 Process: Contractor is to use the “Project Phase Listing,” below as a general guideline for project sequence.
Project Phase Listing **Phase elements and components listed are for description purposes and are performed as contracted** Phase I: Pre-project
