About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk, on behalf of the Bureau of Medicine and Surgery (BUMED), intends to award a sole source Firm Fixed Price contract for maintenance and support services of an enterprise-wide Pitney Bowes mailing system. The procurement encompasses full maintenance support, troubleshooting, repair, and replacement services for the existing postal equipment, along with data hosting services that must comply with FISMA, NIST guidelines, and be hosted on a FedRAMP-certified cloud platform. Key contract requirements include system updates, preventative maintenance, on-site and remote technical support, and integration with existing BUMED HQ mailing systems and the NAVSUP SYNCADA mailing pay system. No competitive evaluation criteria will be applied, as this is a sole source procurement justified under FAR 6.302-1(a)(2)(ii)(A) based on Pitney Bowes being the only responsible source capable of providing required maintenance and technical support for the enterprise system. The due date for this combined synopsis/solicitation is January 30, 2026, with no separate written solicitation to be issued; interested parties may contact Megan Emery at megan.p.emery.civ@us.navy.mil for questions.
No set-aside designations apply to this procurement, and Pitney Bowes, Inc. (CAGE Code 47486) is the identified sole source incumbent contractor. The contract will cover maintenance and support services at two locations: Defense Health Headquarters in Falls Church, Virginia, and Navy Medicine Records Activity BUMED Detachment in St. Louis, Missouri, with a period of performance from March 1, 2026, through February 28, 2027. The Falls Church facility requires SendPro 360 Monthly Subscription services including system subscriptions and service level agreements, while the St. Louis detachment requires SendPro MailCenter 2000 Monthly Costs for meter rental and equipment service agreements. The mailing system must process up to 120 letters per minute with mixed thickness letter processing, handle materials ranging from 3.5" x 5" to 13" x 15", support automatic feeding and postage imprinting, and include FedEx/UPS processing capabilities. While no specific contract value is stated in the solicitation notice, maintenance costs will apply after the initial one-year warranty period expires.
