About this file
This is a Justification for Sole Source document (N0018926QB004) submitted by BUMED (Navy) through NAVSUP Fleet Logistics Center, Norfolk Contracting Department, dated January 28, 2026. The document justifies the sole source procurement of mailing system and data hosting services from Pitney Bowes, Inc., located at 3001 Summer Street, Stamford, CT 06926-4317 (CAGE Code 47486). The primary point of contact is Jan Aalto (1-475-217-4685, Jan.aalto@pb.com).
The required supplies and services include a mailing system and data hosting that must comply with Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST) guidelines, and US Postal Service General Services Administration Schedule 48 standards. The system must be hosted on a FedRAMP-certified cloud hosting platform with FedRAMP authorization compliance and must protect Personally Identifiable Information (PII). Required components include power cords, consoles, scales, printers, workstations, meters, support, maintenance, and enterprise licensing agreements. The justification for sole source procurement is based on three primary factors: Pitney Bowes is the only source capable of providing required maintenance and technical support for the enterprise-wide system; the equipment must be compatible with existing BUMED HQ mailing systems in form, fit, and function; and these constitute direct replacement parts for existing equipment where continued subscription and service agreement are essential for operational functionality. The document was certified by Franklin Anthony Kimball (Deputy Director, HQ OPS) on January 28, 2026, and approved by the Contracting Officer.
