About this opportunity

Fermi National Accelerator Laboratory seeks design, fabrication, assembly, testing, and delivery of PIP-II Beam Transfer Line Dipole Magnets, with proposals due May 27, 2026 (extended by Amendment 2 dated May 6). The procurement is unrestricted with no set-asides and operates under firm-fixed-price with a 90-day pricing validity window from the original May 13 proposal date.

Place of performance is Fermilab, Batavia, Illinois. Domestic offerors use FOB Destination (including shipping); non-domestic offerors use DAP Fermilab per Incoterms 2020 with FNAL responsible for duties and tariffs. The NAICS code is 334519, Other Measuring and Controlling Device Manufacturing, with a small business size standard of 600 employees.

Deliverables comprise first articles of one Regular Dipole, one End of Line Dipole, and one Regular Wide Dipole, followed by production units of 39 Regular Dipoles, 3 EOL Dipoles, and 2 Regular Wide Dipoles. Regular Bend Dipoles must achieve an effective magnetic length of 2.34 m, maximum field of 0.292 T at nominal 800 MeV, integrated field homogeneity within 0.1%, good field region of 30 mm wide x 12 mm high, and maximum weight of 2,268 kg. EOL Dipoles have maximum effective length of 0.56 m and good field region of 14 mm x 14 mm. All magnets require water cooling with minimum 5 mm passage diameter, maximum 10°C temperature rise, and maximum temperature of 46.1°C. The overall schedule spans 109 weeks After Receipt of Order with key milestones at weeks 9, 17, 29, 35, and 109. Amendment 1 (April 22) clarified that this is build-to-spec with no provided drawings, requires laminated core designs preferred over solid-core, mandates OFHC C10200 copper alloy at 100% IACS per ASTM B188, and requires offerors to propose on all three magnet types or risk non-compliance.

Evaluation uses best-value trade-off with non-cost factors significantly more important than price. Technical proposals must address technical merit, quality, past experience with three relevant examples from the past five years, detailed delivery schedules with milestones, preliminary mechanical and magnetic designs demonstrating SOW compliance, manufacturing and fabrication equipment descriptions, and magnetic testing infrastructure. A small business subcontracting plan is required if the awardee is not small and subcontract exceeds $750,000. Questions were due April 20 with Procurement Specialist Seth Fryar at sfryar@fnal.gov. Payment terms are NET 30. One award is anticipated for the entire scope.
