About this file
This document is Amendment No. 1 to Solicitation RFP# 380487-DSF issued by Fermi National Accelerator Laboratory (FNAL) for the procurement of Dipole Magnets. The amendment was issued on April 22, 2026, with an original solicitation date of April 1, 2026, and a bid opening date of May 13, 2026. Bidders must acknowledge this amendment prior to the opening date and may modify previously submitted bids by telegram or letter referencing both the solicitation number and amendment number.
The amendment consists of ten Questions and Answers that clarify technical and contractual requirements. Key clarifications include: (1) this is a build-to-spec procurement with no provided drawings; offerors must design based on SOW specifications; (2) magnets must be straight with a ±30 mm good field region, with beam tubes provided as reference only and not included as deliverables; (3) laminated core designs are preferred over solid-core designs for consistency and field stability in series-string operations; (4) specifications A015 and C015 regarding resistance apply, with conductors required to be OFHC C10200 copper alloy at 100% IACS per ASTM B188; (5) the maximum field specification of 0.292 T accounts for Lorentz stripping considerations; (6) one award is anticipated for the entire scope including first articles for three magnet types (Regular, End of Line, and Regular Wide); (7) offerors must propose on all three magnet types or risk non-compliance; (8) with first article acceptance, FNAL will exercise the option for production of all magnet types; (9) three first article units shall be delivered together per the project schedule; and (10) all pricing shall be firm-fixed regardless of delivery method, quantity, or timing, with vendors responsible for incorporating all shipping and logistics costs. All other terms and conditions remain unchanged.

AMENDMENT TO SOLICITATION
AMENDMENT NO.
DATE OF AMENDMENT:
April 22, 2026
SOLICITATION NO.
RFP# 380487-DSF
DATE ISSUED:
April 1, 2026
PROJECT NO.
N/A
OPENING DATE:
May 13, 2026
TITLE OF PROJECT: Dipole Magnets
Bidders must acknowledge this Addendum prior to the hour and date set forth in the solicitation as indicated in the RFP, Section 6.
If by virtue of this Addendum you desire to change a bid already submitted, such change may be made by telegram or letter, provided such telegram or letter makes reference to the Solicitation and this Amendment and is received prior to the time set for opening.
The above reference Solicitation is amended as follows:
The following responses are provided to questions submitted during the Question-and-Answer period to all potential offerors:
QUESTIONS AND ANSWERS:
1. Are there any drawings for the dipoles themselves or are offerors expected to propose their designs based on the specifications in the SOW.
ANSWER: This is a build-to-spec procurement for the magnets. The beam tubes have already been fabricated and are provided as a reference for proposed magnet designs. There are no drawings for the dipoles and offerors are expected to propose their designs based on the specifications in the SOW.
2. We have a question regarding the Good Field Region (GFR), (3.1 Regular Bend Dipoles). The design of the vacuum chamber does not allow for a GFR of ±30 mm. Unless it is a ±30 mm GFR in a straight dipole?
ANSWER: The magnet is expected to be straight. The beam tubes have already been fabricated and are also straight.
The stubs at the end are welded at an angle to accommodate the curvature of the beam line. The beam is expected to enter to magnet at the fringe of the good field region of the downstream end and exit the magnet at the fringe of the upstream edge of the good field region. These calculations assume the centerlines of the beam tube and the magnet are aligned. To accommodate the already fabricated beam tube and the beam trajectory, the vendor may design the straight magnet to support the beam tube at an angle if necessary. With a straight magnet design, the beam tube accommodates a ±30 mm good field region. See the hashed box in drawing F10198047.
3. Two of the dipoles are very long, e.g., 2200 mm, and we have concerns regarding the interlamination crack, given the yoke's length and narrowness. As the ramp rates seem relatively slow, is it acceptable to propose a solid steel yoke instead of a laminated one for all the dipoles?
ANSWER: The magnets will operate in series strings of 5 to 20 units. A solid‑core design would make it difficult to ensure that all magnets produce the same field at the same current, due to variations in steel properties, hysteresis behavior, and saturation characteristics. A laminated core design provides much better consistency between magnets, reduces eddy‑current effects, and improves field stability—especially in systems where multiple magnets share the same current. For these reasons, we prefer a laminated core design.
4. The Beam tubes are NOT part of the deliverables, correct?
ANSWER: The beam tubes are not part of the deliverables for the contract. They are for reference only.
5. Specifications A015 and C015 (Resistance). Our supplier copper currently meets all voltage specifications. We request confirmation on whether A015 and C015 can be removed if they are deemed non-essential to the final application.
ANSWER: Specification A015 is the maximum allowable resistance determined by the power supply design.
Specification C015 is an upper bound estimate that has some leeway. The vendor is encouraged to submit their resistance calculations based on their proposed design. Additionally, the conductor is required to be made out of Oxygen Free, High Conductivity (OFHC) C10200 copper alloy with electrical conductivity of 100% IACS per
ASTM B188.
6. RE: SOW ED0042516 REV A, Table 4, Requirement A006.
A006 specifies a maximum field of 0.292 T for the regular bend dipoles at 800 MeV H⁻. Please confirm that this peak field specification accounts for Lorentz stripping considerations for H⁻ transport at this energy, including margin for fringe fields and off-momentum beam halo.
ANSWER: For the maximum field of 0.292 T, the Lorentz stripping rate reaches about 2 × 10-9 per magnet. For the PIP-II beam 2 mA CW beam at 800 MeV, this corresponds to about 1.4 × 10-3 W/m over the full arc, which remains well below the usual loss budget of 1 W/m. Therefore, a maximum field of 0.292 T for the regular bend dipoles is considered safe.
7. How many 1st article awards will be made?
ANSWER: One award is anticipated for the entire scope, which will include a First Article for each magnet type (Regular, End of Line, Regular Wide).
8. Must one bid on all three types of dipole or can one bid on 1 type, 2 types, or all 3 types?
ANSWER: Offerors must propose on all three magnet types. Proposals that do not address the full scope of work may be considered non-compliant with the solicitation requirements.
9. How many optional production awards will be made?
ANSWER: The intention is that with acceptance of the first article, FNAL will exercise the option for the production of all three types of magnets.
10. Given the large difference in required number of magnets between the regular dipole, the EOL dipoles, and the singular regular wide dipole, does the Table 7: Overall project schedule and hold points hold to all magnet groups?
This is relevant to question 7 above as it will clearly take longer to produce all regular dipoles than it will take to produce the EOL and wide dipole?
ANSWER: The 3 first article units (1 regular, 1 EOL, and 1 regular wide) shall be delivered together and adhere to the first article hold point in Table 7. The first articles are required to undergo site acceptance testing prior to exercising the option for the production units. The vendors are encouraged to provide a schedule for the production units that will align with their fabrication facilities. Delivery schedules where fewer magnets are delivered per batch is allowed as long as quality is not sacrificed. Vendors are responsible for incorporating all costs into their proposal, including shipping and logistics associated with any proposed delivery approach (e.g., multiple batches). All pricing shall be firm-fixed and will not be adjusted based on the number, timing, or method of delivery.
All other terms and conditions remain unchanged.
